Brief Job Description:

This position is hybrid with (currently) two in-office days per week in Austin. Applicants from outside Texas must be willing to relocate within 30 days of hire.

Under the direct supervision of the Acute Care Director in the Provider Finance Department, the Manager V oversees and provides leadership and guidance in the design, development, and implementation, of existing and newly created directed payment programs and the statewide Random Moment Time Studies appeals. Maintains complex applications, spreadsheets, and databases used in the determination of payment rates, and strategic operations and planning. Performs highly advanced management and oversight of staff, and directs daily operations; establishing short-, mid-, and long-term goals and objectives. Develops policies and procedures; schedules, priorities, and standards for achieving established goals. Coordinates and evaluates program activities; and supports legislative inquiries and analyses.  Completes performance evaluations and handles human resource matters for staff.  Reviews, develops, and implements policies, regulations, guidelines, agency rules, and state plan amendments as needed. Identifies needed areas of change and oversees the development of alternative strategies and recommendations. Directs, assigns, and supervises the work of professional staff and provides oversight. This position works closely with key internal and external decision-makers providing timely, accurate, and well communicated budget and program management information that is needed to effectively plan, allocate, implement, and control programs, services, and staffing levels to achieve the goals and objectives consistent with the agency strategic plan.

 

Essential Job Functions (EJFs):

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

1. DEVELOPMENT AND ANALYSIS: Oversees development and implementation of, and compliance with, policy guidelines, agency rules, state plan amendments and other associated documents pertaining to reimbursement methodologies and payments for Acute Care directed payment programs. Oversees the analysis and review of the quarterly Random Moment Time Study (RMTS) appeals.  Directs staff; develops and manages workplans and workflows.  Sets priorities, goals and accountability for reporting. Develops processes, procedures, workpapers, and tools to ensure compliance with agency and department standards.  Monitors workflow to ensure processing timeframes are met. (40%)

 

2. STAKEHOLDER AND STAFF COMMUNICATIONS: Interfaces with various Provider Finance staff, provider industry representatives, HHS Enterprise staff, legal staff, advisory committees, workgroups, and other interested parties concerning payment rate policy issues affecting program delivery and payment/rate determination. Communicates complex information to internal and external parties to provide, exchange or verify information, answer inquiries, address issues or resolve problems or complaints.  Ensures clear, consistent, and timely communication of agency staff with stakeholders. Interfaces with external entities including but not limited to the following: contracted providers, provider representatives, client advocates, other agency staff, advisory committees, workgroups, attorneys and other interested parties concerning payment rate policy issues affecting program delivery and payment rate determination. (20%)

 

3. LEADERSHIP: Provides guidance and management to PFD staff on complex, technical and analytical methods used in directed payment programs and/or supplemental payment programs.  Represents PFD at meetings with external and internal stakeholders concerning financial issues and managing major projects pertaining to directed payment programs. Hires and conducts staff training, including participating in interview and selection teams, training new hires in various technical aspects of their positions. (20%)

 

4. DOCUMENTS FOR APPROVAL AND PRESENTATION: Prepares/reviews/approves written briefing documents and other documents related to the results of research and data analysis for decision making by executive staff. Make presentations of research or data analysis to a variety of audiences and HHSC executive staff. (15%)

Initial Screening Criteria:

Bachelor's Degree Required. Experience in finance may be substituted for education on a one-to-one basis. Required one of the following: 3 years of experience as a rate/reimbursement analyst, or one year of experience as a supervisor or team lead. Demonstrated knowledge of Medicaid reimbursement principles, match to knowledge, skills, and abilities in the job posting, and work experience that is like the position description.

The following are preferred but not required:

  • Experience with the legislative session and/or governmental agencies like the Comptroller or Legislative Budget Board
  • Experience with the preparation of fiscal estimates or payment histories
  • Experience with financial practices and operations for Medicaid
  • Experience working with stakeholders or provider groups
  • Experience summarizing or presenting information to executive staff or stakeholders
  • Experience with policy/procedure development and/or evaluation
  • Experience interacting with Federal regulatory staff
  • Experience planning, assigning, and supervising the work of others
