Brief Job Description: 

 

The Management Analyst III is part of the team that manages the chief financial officer’s mailbox, ensuring everything coming into the box moves through on schedule and follows the proper process and procedures. The MA III reports to the operations manager in the CFO Business Support area.  

 

The position performs advanced (senior-level) professional organizational, and policy analysis and oversight work for the Chief Financial Officer. Serves as liaison between the CFO and other HHSC executive and administrative areas on the preparation of internal and external documents for executive management review and decision making. Composes, reviews, and edits memorandums, documents, materials and reports. Serves as a subject matter expert and works closely with CFO departments to identify issues, resolve problems and meet timelines.  

 

The position provides guidance to CFO staff related to legislative processes. Coordinates assignments, responses to inquiries, bill analyses, and implementation plans. Ensures compliance with program policies and procedures, statutes, and rules. Provides advice to HHSC agency and CFO staff by interpreting policies, procedures, rules, regulations, and standards related to the development of fiscal documents for executive management approval.  

This position will create efficiencies where opportunities occur. Recommends process improvements, and trains, leads, assigns and prioritizes the work of others. Participates in agency-wide meetings, workgroups and initiatives to represent the CFO division. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. 

 

Essential Job Functions (EJFs): 

 

EJF 1: Executive Correspondence for Review and Decision-making. [60%] 

 

  • Serves as liaison between the CFO division, the Executive Commissioner’s office, and other HHSC chief areas that generate memoranda for the Executive Commissioner and chief financial officer.  

  • Monitors a centralized correspondence mailbox to review all correspondence related emails from CFO departments, leadership staff, and other chief and administrative areas. 

  • Provides guidance, direction, and technical assistance to CFO division staff on policy, legislative, stakeholder, communication and programmatic matters.  

  • Prepares and tracks briefing documents, drafts, reviews, edits, plans, and routes executive, stakeholder and legislative correspondence and reports for executive management review and decision-making.  

  • Ensures documents adhere to requirements and conducts quality assurance activities to determine compliance with policies and procedures. 

  • Participates in agency administrative workgroups and committees, as assigned. 

 

EJF 2: Special Projects and Continuous Improvement. [20%] 

 

  • Develops electronic filing systems. 

  • Develops, and implements organizational policies, procedures, process improvements, manuals and standards to clearly define expectations and support efficient and effective performance. 

  • Develops and maintains measurement and tracking tools to report program progress. 

  • Researches, analyzes, and evaluates complex issues and initiatives.  

  • Analyzes data and resources, evaluates business and management practices, and makes recommendations. 

  • Reviews and updates policies and procedures regularly to reflect changing needs and priorities.   

  • Prepares written project updates, summaries, studies, briefings, reports, plans, cost/benefit analyses and other documents.  

  • Lead efforts to raise awareness and promote the use of available resources.  

  • Oversees filing systems and conducts periodic reviews of systems. 

  • Maintains master tracking documents and guides. 

  • Coordinates division responses for requests for information.  

  • Participates in agency-wide meetings, workgroups and initiatives to represent the CFO division. 

 

EJF 3: Legislative Coordination. [15%] 

 

  • Serves as liaison between the CFO division and Government and Stakeholder Relations for legislative related issues.  

  • Provides guidance, direction and technical assistance to CFO division staff on legislative policy and procedures.  

  • Works closely with GSR and CFO program areas to ensure CFO legislative implementation plans are completed and implementation dashboards are updated as required.  

  • Tracks, reviews, routes for approval and distributes all CFO legislative reports in accordance with established timeframes.  

  • Reviews and coordinates updates to the Legislative Reports Tracking System.  

  • Coordinates legislative requests and assignments for the CFO division.  

  • Facilitates the bill reading/identification process during legislative session. 

  • Facilitates the bill analysis and agency cost estimate process in the Legislative Tracking System. 

  • Coordinates with GSR and CFO departments to identify staff for legislative trainings. 

  • Communicates information related to legislative session to CFO division staff.  

  • Develops and implements policy and procedures.  

  • Attends mandatory meetings and training for legislative coordinators as needed. 

  • Other duties as assigned.

Knowledge, Skills and Abilities (KSAs): 

 

Knowledge of: 

 

  • Health and human services programs, policies and procedures.  

  • Texas legislative process.  

  • HHSC Office of the Executive Commissioner policies and procedures, the HHS Executive Writing Reference Guide and Associated Press style 

  • Principles and practices of office management, business administration, human resources administration, budget preparation or contract preparation work. 

  • Process improvement or quality assurance systems. 

 

Skill in:  

 

  • Strong analytical skills with the ability to collect, analyze, organize, and communicate significant amounts of complex information with attention to detail and accuracy.  

  • Strong critical thinking skills with the ability to evaluate alternatives and implement effective solutions. 

  • Analyzing and interpreting data and creating data visualizations and summaries for an executive audience using Excel, Tableau or similar programs. 

  • Interpersonal relationships, teamwork and establishing and maintaining effective working relationships with people at various levels of expertise. 

  • Communicating clearly and concisely, both verbally and in writing.  

  • Use of Microsoft Office Suite products.

Registrations, Licensure Requirements or Certifications:

Initial Screening Criteria: 

 

  • Two years' experience researching, interpreting and analyzing complex federal and state policies and legislation. 

  • Two years' experience with HHS programs, policies and procedures.   

  • Minimum of three years of relevant work experience, with two years working with senior/executive leadership preferred. 

  • Related bachelor’s degree preferred but will substitute education for experience on a year for year basis to be considered in determining the most qualified candidate.  

 

Additional Information: 

 

May require flexibility in scheduled hours, other than 8a-5p or more than 40 hours per week, during peak periods and when the Texas legislature is in session.
