Under the direct supervision of the Screening and Analysis Unit Manager - Collects, reviews, analyzes, and makes determinations regarding the licensing of long-term care facilities and agencies. Analyzes facility/agency history and performs background checks on controlling parties. Determines whether the controlling party meets the criteria for licensing with the department based on the applicant/controlling party history in one or more facilities.
The LTCR area prohibits outside employment with any entity that HHSC regulates and or contracts with.
Essential Job Functions: Researches and analyzes legal documents. (5%) Makes queries into an automated system to retrieve information. (40%) Reviews survey reports for compliance with minimum requirements and applicable federal and state laws, regulations, and interpretations. (25%) Prepares documentation to support enforcement actions using federal and state regulations and statutes for assessing facility compliance. (20%) Communicates on a complex level with others (internally or externally) to provide, exchange, or verify information, answer inquiries, address issues, or resolve problems or complaints. (5%) Testifies at hearings or in court proceedings to provide information regarding policy/procedures, history, findings, or activities. (5%) Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Knowledge Skills Abilities: Knowledge of nursing facilities, assisted living facilities, adult day care, intermediate care facilities and home and community support services licensure rules and regulations preferred. Familiarity with Salesforce, ASPEN and other databases as identified. Ability to organize and prioritize work. Computer literate.
Registrations, Licensure Requirements or Certifications: None
Initial Screening Criteria: Graduation from a two-year college or equivalent is generally preferred. Applicable experience and education may be substituted for one another. Experience developing/interpreting policies, rules, standards, or regulations required. Experience in providing detailed written information to individuals or entities and experience in working in or with teams; Experience in providing training and technical assistance to individuals. Current Regulatory experience is preferred. Experience with Microsoft Word, Excel, Access.
