Brief Job Description:
The Legal Systems Analyst reports to the director of the Legal Services Division (LSD) in the HHS Office of Chief Counsel (OCC). The position provides highly complex (senior-level) technical and process design support to LSD and its seven legal departments: Enforcement, Guardianship, Litigation, Open Records and Data Governance, Personnel, Policy, and System Contracting.
In this role, the Legal Systems Analyst will create, collect, and manage certain web-based content and data internal to LSD and create, collect, and manage other LSD content and data to share with LSD's legal clients at HHS.
Essential Job Functions (EJFs):
EJF1 (50%): Content creation and management. Develops, manages, and maintains the internal LSD SharePoint, Microsoft Team, and other communication channels to support attorneys and legal staff in internal information sharing and document management. Creates and maintains document libraries, dashboards, legal templates, process documents, and job aids for LSD use.
EJF2 (25%): Data collection, tools, and reporting. Works with OCC and LSD leadership to identify data collection and reporting needs and develops tools to collect and report on LSD data for performance management and client communication.
EJF3 (15%): Operational and external coordination. Coordinates with the OCC Strategic Operations Unit in operational and technical support and represents LSD in cross-division initiatives and working groups, as needed.
EJF4 (10%): Special projects. Manages special projects for OCC and LSD and performs other duties as assigned.
Knowledge, Skills, and Abilities (KSAs):
Knowledge of:
- Business and process improvement methodologies.
- Microsoft Word, Microsoft Teams, Microsoft Excel, Microsoft Forms, Microsoft SharePoint, and other Microsoft tools.
- Government or legal office operations.
Skill in:
- Evaluating and improving complex processes and systems.
- Validating and presenting data in report form.
- Critical thinking, analyzing problems, and identifying and implementing appropriate solutions.
- Developing templates and reports.
Ability to:
- Compile, review, and analyze data and prepare accurate and detailed reports.
- Draft understandable and effective technical instructions for users.
- Use or self-study Microsoft Power BI, Microsoft Power Automate, and other workflow management tools.
- Understand complex organizational structures, identify key stakeholders, and communicate and solution their needs in collaboration with OCC and LSD leadership.

Experience with the Microsoft 365 software suite required. Experience in a legal setting or government agency preferred.
