HCS Manager II – Starting Market Rate Salary $89,692.85
Under the supervision of the Regional Director/Assistant Regional Director, this position supervises regional team members and team coordinators in the completion of investigations and certification surveys in the Home and Community-based Services (HCS) and Texas Home Living (TxHmL) Medicaid Waiver Programs to determine program provider compliance with regulations and rules. This position will participate as an active member of the Regional Management Team. Ensure timeframes are met for all visits and data entry is completed by deadlines. Assists the RD/ARD in performing administrative tasks as assigned. Coordinates and oversees on-site visits regarding program provider response to finalized investigations of abuse, neglect, or exploitation; complaints, and death of individuals in the HCS and TxHmL programs. This position will plan, assign, and supervise the work of others. This position requires local and occasional statewide travel.

Essential Job Functions (EJFs):
Supervises staff including planning work schedules, monitoring output, and ensuring compliance with policies and procedures.
Coordinate the activities and the department resources for a HCS and TxHmL unit.
Schedule surveys, certifications, complaints, and follow up visits to meet federal and state guidelines, protocol, and timeframes.
Evaluates program, procedures, or processes for effectiveness through review (for example, reviews statistics, reports, operations, findings, case readings, surveys, quality assurance activities, performance measures, best practices) and reports results or makes recommendations to resolve issues or improve performance.
Plans, participates in, and monitors staff training.
Selects, manages, and develops staff through conferences, mentoring, training, and performance appraisals.
Expected to serve as liaison for assigned area on complex issues with agency staff or outside entities.
The program manager is expected to testify at hearings or in court proceedings to provide information regarding policy, procedures, history, findings, or activities.
Knowledge, Skills and Abilities (KSAs):
Knowledge of HCS/TxHmL waiver programs and delivery of services to people with intellectual and developmental disabilities.
Knowledge of the reporting and investigation of abuse, neglect, and exploitation in waiver programs.
Knowledge of and ability to interpret local, state, and federal laws and regulations relevant to program area.
Ability to work with a diverse group of individuals, advocates, and other professional agencies.
Ability to build positive, professional, relationships with internal and external stakeholders.
Ability to organize workloads and set priorities to meet deadlines.

None
Initial Screening Criteria:
Bachelor’s degree from an accredited four-year college or university.
Meets the federal requirements of a Qualified Intellectual Disability Professional, preferred.
Minimum of 2 years of experience in performing supervisory, managerial, or professional work.
Experience with HCS and TxHmL program providers.
Experience in quality assurance review of documents and reports.
Experience monitoring compliance with policies and procedures.
Experience developing and/or approving schedules, priorities, and standards for achieving goals preferred.
Additional Information:
Must be able to work hours other than 8 AM to 5 PM, Monday through Friday, as necessary. Ability to travel occasionally (i.e., quarterly) for activities such as out-of-town meetings or training sessions. The job requires 35% travel, with most travel during the day. However, some overnight and weekend travel is required, as well as occasional on-call duties for emergencies or high-priority situations in facilities. Must have reliable transportation.
Note: This position is able to work a compressed workweek of four 10-hour days.
