Brief Job Description:

The Manager of Product Delivery (Manager VI) is a leader who oversees the planning, execution, and delivery of complex IT projects. This position leads teams of technical professionals to ensure quality standards, resolve issues, and effectively communicate with stakeholders while managing large-scale technical initiatives within Health and Human Services Commission (HHSC).

 

This manager position has deep technical expertise, manages IT infrastructure planning, and leads teams to achieve strategic goals.

 

Work in includes managing the infrastructure, configuration, scaling, and deployment of enterprise server-based and cloud-based computing systems. Monitors system performances to diagnose problems and develop stable and reliable server and storage platforms.

 

The manager also mentors technical teams, including serving as a hiring manager, performance evaluation, and career development. Serves as backup to the Director of Product Delivery or other directors in HHSC IT.

 

Must be willing to work from an HHS office designated by the hiring manager 3, or more, days per week located in Austin, TX.

 

Essential Job Functions (EJFs):

 

Serves as the manager and plans, assigns, monitors, and oversees the work of the staff members. Ensures coordination and collaboration of activities with program areas, stakeholders, and other members of agency as required. Oversees the coordination and participation in special assignments and projects relating to various applications, and initiatives. Performs other duties necessary to achieve the mission of Administrative Applications Product Delivery area. (30%).

 

Manages multiple feature teams each of which include Developers, Product Owners, a Scrum Master, and Quality Assurance through day-to-day development activities in an Agile (Scrum) environment. Includes reviewing backlogs, working with product owners to prioritize and define user stories, task assignment, addressing open questions from the teams, and insuring completed tasks meet the definition of done. Monitors and manages budget and resource allocation across projects and operational work (30%).

 

Provides support of production systems including problem analysis and troubleshooting. Provides appropriate reporting to the Director of Product Development of issues and issue resolution both long

and short term. (20%).

 

Oversees the development and implementation of strategic goals and objectives, standards and processes and establishment of metrics and assessments to improve project delivery and M&O work. Evaluates existing standards, policies and procedures, and recommends new standards, policies or procedures or changes as needed. Oversees the development of technical policies, procedures, manuals, and standards for the team (15%).

Knowledge, Skills and Abilities (KSAs): 

 

Knowledge of the principles, practices, and techniques of computer programming and systems analysis; of computer operations procedures and systems; and of computer programming languages.
Knowledge of multi-tier system development.
Knowledge of building and supporting mission critical applications, running in a highly distributed manner.
Knowledge of multiple software development lifecycle phases, including scope and proposal, analysis, design, and software construction.
Knowledge of the limitations and capabilities of computer systems, of the techniques used in the design of non-automated systems, of information technology equipment, of applicable programming languages, of computer hardware and software, of computer operating systems, of writing program code, and of automated mapping.
Knowledge of software usability concepts.

Skill in facilitating meetings with multiple customers and technical staff, including building consensus and mediating compromises when necessary.
Skill communicating with varied levels of staff and end users to develop positive effective working relationships and to establish credibility, trust, and confidence.

Skill in problem solving, critical thinking, in computer programming, in the use of computer hardware and software, and in modifying or developing programs for computer applications.

Skill in facilitating meetings with multiple customers and technical staff, including building consensus and mediating compromises when necessary.
Skill in leading the work of development staff in the delivery/implementation of applications/IT systems.
Ability to communicate effectively both verbally and in writing, to serve as a technical consultant to technical colleagues, to clearly and accurately document relevant issues, and to prepare accurate, concise, reliable reports.
Ability to develop and manage project schedules for analysis, development and final deliverables as well as providing support oversight.
Ability to code, test, and debug computer programs.

Initial Screening Criteria:

Graduation from a four-year college or university with major coursework in business, communications, computer science, computer information systems, management information systems, or a related field. Appropriate experience including experience in Object Oriented Programming (OOP) in Java programming language (Core Java, JDBC, Spring Boot, Angular, or React), as well as applications development on J2EE platform, may be substituted for the required education on a year-for-year basis up to four years.

Required minimum of 5 (five) years of experience leading a team.

Required minimum of 8 (eight) years of experience in Object Oriented Programming (OOP) in Java programming language (Core Java, JDBC, Spring Boot, Angular, or React).

Required minimum of 8 (eight) years of experience in designing enterprise applications and/or services.

Required minimum of 8 (eight) years of experience in leading enterprise Java development teams.

Required minimum of 8 (eight) years of experience with microservices architecture and RESTful API development.

Required minimum of 8 (eight) years of experience in writing SQL including SQL and NoSQL databases.

Required minimum of 4 (four) years with continuous integration and continuous deployment (CI/CD) pipelines using tools like Jenkins, GitLab/GitHub Actions.

Required minimum of 3 (three) with in software development using Agile methodology (Scrum).
