The role involves providing analysis of business requirements and project management support for the Shared Technology Services (STS) Data Center Services (DCS) program, specifically for customers at Texas Health and Human Services (HHS) and Texas Department of State Health Services (DSHS).

 

The IT Infrastructure Project Manager is responsible for overseeing DCS IT projects that include managing service requests, transformations and migrations, hardware and software refreshes or upgrades, application development/maintenance requests, as well as enterprise project workstreams that impact HHS and DSHS systems and customers.

 

Key responsibilities include coordinating systems analysis across various agency technical teams and DCS vendors to gather, develop, and document business requirements for project deliverables. The individual will lead workstreams to implement platforms, which involves soliciting reviews and approvals for solution designs, funding, server setups, user acceptance testing, and addressing any issues which arise. After implementation, post-implementation support will be provided to diverse technical and managerial project teams using DCS processes and tools.

 

Additionally, the role may involve non-DCS IT initiatives as assigned. This position may also include assigning, mentoring, or supervising the work of others, including DCS service providers and agency resources. The individual will work with minimal supervision and will have significant latitude to use initiative and independent judgment.

 

The individual is expected to perform related tasks as assigned and must attend work regularly with a predictable schedule, adhering to agency leave policies. They may also manage the efforts of multiple project participants. 

 

Must be willing to work onsite at an Austin, TX HHS office three (3), or more, days per week.

 

 

Essential Job Functions (EJFs):

 

Responsible for overseeing, coordinating, gathering and analyzing
the development and documentation of user and system
information and technical requirements. Performs and coordinates
technical analysis, across agency technical teams, as required to
implement project directives. – 25%

 

 

Provides IT infrastructure business requirement analysis and/or
project management support for Data Center Services (DCS)
program for HHSC and DSHS customers. Responsible for DCS
IT infrastructure projects spanning requests for service,
transformations and migrations, hardware and software refreshes
or upgrades and Enterprise project work-streams affecting HHSC
and DSHS systems and customers. – 25%

 

 

Reviews, compiles and distributes project artifacts to stakeholders,
project teams and management as required. – 20%

 

 

Provides assistance to developers, systems analysts, or customers
on DCS processes and tools; and provides support to users of the
DCS program, including escalating issues as needed. – 25%

 

 

Other additional duties as assigned – 5%

 

 

Knowledge, Skills and Abilities (KSAs):

 

  • Knowledge of Project Management and/or Business Analysis experience through demonstrated work experience in successful large IT projects within the last seven (7) years.
  • Ability to engage in in strategic planning, leadership and resource management demonstrated through three (3) years of professional experience.
  • Ability to provide complex quality assurance consultation to, or oversight of, projects, assignments or special initiatives demonstrated by three (3) years of professional experience.
  • Skill in Project Management demonstrated through five (5), recent, years of work experience in large IT projects.
  • Skilled in using Microsoft’s suite of products (i.e.., Project, Excel, Word, Outlook) to communicate, plan, project, track and report successfully on IT projects demonstrated through Ten (10) years of prior work experience.

 

 

Registrations, Licensure Requirements or Certifications:

 

 

  • Current ITIL Foundations Certification is required and/or must be obtained within the first six (6) months.
  • PMP and/or BA Certification preferred.

 

 

Initial Screening Criteria:

 

  • Bachelor’s or higher degree from an accredited college in Computer Science, Information Systems, Business, or a related field, is required. Work experience in the IT field may be substituted year for year for the education requirement.
  • Seven (7) years of progressively responsible Project Management and/or Business Analysis experience in large IT projects within an enterprise is required.

Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources
