Under the general supervision of the Child Care Regulations Enhancement and Release Manager, this position performs complex business analysis work. Work involves coordinating the gathering, development, and documentation of business requirements and analyzing requirements management methodology. Identifies issues and risks on projects and initiatives. Develop test cases. Provides training on projects and business processes. Provides technical input on project documents. Communicates business processes and workflow diagrams. Identifies business and project inefficiencies. Document business processes and requirements. This position is classified as a full-time position (40 hours a week). Work outside of regular hours may be required. Travel to other work locations may be required. Performs other duties as assigned.  

Selected candidate must be willing to work from an HHS office located in Austin, Texas designated by the hiring manager. 

 

 

Essential Job Functions (EJFs):

 

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Analyzes and documents requirements management methodology, utilizing industry best practices on IT projects and customer-initiated requests that support established business processes and improvements to existing systems and capabilities. Develops and documents business and user requirements to support projects or system enhancements. Analyze policies and procedures to determine impact on process and existing systems. Develop functional and/or system requirements documentation to take advantage of efficiency improvements, such as automating manual processes, streamlining applications, seeking out and documenting inefficient processes and developing application concepts. Document clear, detailed, and thorough technical specifications for simple to complex requests. Act as liaison between technical and non-technical customers, effectively providing automated solutions to business problems. Meet with staff, customers and stakeholders to establish current and future priorities with IT components to support the program’s business needs and those of the agency. Identify and document steps to achieve established priorities. Provide IT input on new technologies, architectural or security requirements. (30%)

Facilitates the requirements management process across the System Development Life Cycle (SDLC). Lead high-level requirements meetings to understand and collect product, business and technical needs. Identify business analysis tasks and meaningful project estimates for the tasks. Resolve conflicting business and technical requirements. Identify issues concerning technical limitations and key products requirements. Provide reviews on projects and tasks and develop corrective action plans as needed. Research and communicates application, data and infrastructure need and ensure solution alignment to business objectives/requirements. Develops and validate user acceptance testing (UAT). Assess and develop test cases, as required. (30%)

Communicates technical business processes verbally and via workflow diagrams. Leverages standard methodologies, processes, and tools. Assist customers with identifying and prioritizing business needs, ensuring alignment with agency goals. Identifies opportunities for customers to utilize existing or future technology to meet business needs. Identifies opportunities for customers to collaborate with other business partners to deliver solutions that have an agency-wide impact. Supports preparation of agency governance materials (i.e., business justification, cost/benefit analysis, etc.). Reviews and provides feedback on project deliverables such as project charters and design documentation. Identifies challenges and proposes meaningful solutions. Provide feedback to IT and agency leadership, reporting the status of current priorities, new and future projects, and to highlight opportunities for cross-divisional collaboration. (15%)

Monitors assignments to ensure timely delivery, and reports status/risks to stakeholders. Consults with customers on software/hardware purchases, review software/hardware justifications and recommends approval/disapproval. Reviews and provide technical input on architecture, security, systems design, risks and application modifications. Provides guidance and assistance to IT staff, customers, and stakeholders on the resolution of computer related issues. (10%)

Participates in project teams in the delivery of IT solutions through the analysis and documentation of business processes, requirements and specifications. Promote productivity and efficiency by studying current practices, help customers analyze complex technical and managerial processes, identify inefficiencies, and assist customers to realize business value. Educates customers, colleagues and stakeholders on business analysis techniques and standards. (10%)

(Note: Including but is not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Initial Screening Criteria:

 

Graduation from a four-year college or university with major coursework in business, communications, computer science, computer information systems, management information systems, or a related field. Appropriate experience including working on complex enterprise-wide applications and experience writing epics, user stories including acceptance criteria may be substituted for the required education on a year-for-year basis up to four years.
