This position performs advanced (senior level) managerial work overseeing the daily operations of the IT Audit Coordination team within the IT Compliance and Planning Department.
Manages the daily activities of staff in the Audit Coordination Team department. Communicates performance expectations to staff, arranges for appropriate and available resources for staff, monitors staff activity and performance, and holds staff accountable for achieving expectations. Counsels, disciplines and recommends resolution for employee problems. Recommends staff for merit increases, promotions and bonuses. Oversees staff schedules, including approval of leave. Interviews job applicants and makes hiring recommendations and assists in training new personnel.
The IT Audit Coordination Manager coordinates the daily operations of the IT Audit Coordination team to meet the overall goals and standards established by the Director of IT Compliance and Planning. The position coordinates and tracks all open audits and audit finding corrective action plans. The position works with auditors (internal and external) to facilitate management responses to address finding concerns or observations, periodic statuses, and closures of action plans. The audit manager also works with auditors as a liaison before, during and after scheduled active field work activities and maintains records of audit support and audit finding documentation / evidence and approvals / endorsements and corrective action due date adjustments.
The position is responsible for monitoring communications to and from various audit organizations (i.e. State Auditor's Office, HHS Internal Audit Department, Office of the Inspector General) for information regarding upcoming or on-going audits for HHS system agencies and coordinates the HHS IT representation at audit kickoff, in-progress, and closeout meetings for assigned HHS system audits.
The position also plans approaches to the unique requirements of individual audit efforts by analyzing audit instructions and requirements, and develops effective methods to address the requirements through use of information technology tools and processes. The position analyzes these approaches to effect continuous improvement of the audit monitoring and response efforts of HHS IT.
The position is expected to exercise independent judgement and make accurate recommendations to management regarding all IT Audit Coordination assignments and operations.
Essential Job Functions (EJFs):

Interviews job applicants and makes hiring recommendations and assists in training new personnel. (30%)
Provides guidance, coordination and tracking for upcoming and ongoing audits that involve HHS IT. Reviews incoming assignments and assigns work to team members. Participates in and provides reports for management on all applicable scheduled audit meetings, including entrance conference, status meetings and exit conferences. Coordinates and tracks the development of management responses, helps to ensure they are submitted on time. Collects and saves evidence on items submitted for closure. (20%)
Demonstrates a strong knowledge and understanding of the HHS organization, businesses, interrelationships and dependencies. Works with auditors (internal and external) to facilitate management responses to address finding concerns or observations, provide periodic statuses, and closures of action plans. Drafts and distributes audit reports that provide a clear description of issues identified, statuses of management plans to resolve the issues, implementation constraints and delinquencies, and measurements of success. Works with IT management and personnel to ensure corrective actions are defined, adequately address a finding, and are implemented on schedule. Maintains records of audit support and audit finding documentation / evidence and approvals / endorsements and corrective action due date adjustments. (20%)
Coordinates monthly status reports for all open audit action plans and findings. Manages and oversees all Audit Coordination team status reports. Oversees timely and accurate entry into all audit tracking systems by team members. Works to ensure requests are submitted on time, escalating potential missed deadlines to management as they occur. Compiles and presents to IT leadership on a monthly basis the status of IT audit activities. Provides accurate and complete tracking reports for published audits and audit coordination activities. (15%)
Confirms and takes action to formally close audit findings within Internal Audit's Audit System. Coordinates with the Audit Coordination team to regularly follow up with designated points of contact for corrective action throughout the HHS system to ensure that all IT findings are satisfactorily resolved and are appropriately noted as such in the Audit System of Record. (15%)

Registrations, Licensure Requirements or Certifications:

Initial Screening Criteria:
- Bachelor's Degree from an accredited college or university required.
- Minimum 2 years’ experience working with large-scale IT projects or audits at a large organization or state agency involving a great amount of detail.
- 2 years’ experience drafting, editing and presenting detailed status reports on projects or audits to executive audiences.
- Prior audit experience and Texas state agency experience strongly preferred.
