Job Description:
Intellectual and Developmental Disability (IDD) Services and Preadmission Screening and Resident Review (PASRR) is expanding the reach of IDD Habilitative Specialized Services (IHSS), an array of services that supports individuals with IDD living in nursing facilities. We are seeking qualified and passionate professionals to help scale and strengthen this essential program across Texas.

Applicants should be comfortable with change, skilled at navigating ambiguity, and capable of quickly pivoting when systems or processes prove ineffective or inefficient.

Under the supervision of the Director and the Fiscal Monitoring Manager of the IDD Services & PASRR, Fiscal and Systems Support (FSS) Unit, the IHSS Fiscal Monitor provides consultative and technical assistance to HHSC program staff, HHSC contract management staff, Local Intellectual and Developmental Disability Authority (LIDDA) staff and IHSS providers. The work involves the fiscal oversight and monitoring of HHSC contractual and program requirements including but not limited to: monitoring contract performance by examining billings and fiscal data for compliance with terms of contract and policies; evaluating expenditure data and report trends;  reviewing fiscal expenditure reports for completeness, appropriateness, and accuracy; and serving as a liaison with internal/external stakeholders to ensure participation is consistent with program, legal, and fiscal requirements.  The position supports the Fiscal Monitor Manager to implement IHSS program expansion to include, planning, participating, developing, and implementing fiscal monitoring tools to assure contract compliance for IHSS fiscal activities.  The IHSS Fiscal Monitor may be required to travel statewide up to 50% per year for on-site reviews and works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. The IHSS Fiscal Monitor conducts on-site and virtual desk reviews to determine compliance with rules, policies, and procedures. The IHSS Fiscal Monitor routinely reviews and analyzes financial data to assess risk and financial viability by completing routine key financial ratios to determine the provider’s organizational health and compliance. At the conclusion of each on-site and/or desk review, the IHSS Fiscal Monitor presents a verbal summation of all areas of non-compliance and provides consultative services and technical assistance to the provider’s staff as well as developing a report of findings to be shared with the provider’s executive staff, stakeholders and HHSC staff. Participates in unit and cross-agency workgroups related to the provider performance, functions, and planning. The IHSS Fiscal Monitor must work effectively to facilitate, coordinate and collaborate with cross functional programs to ensure effective IHSS service delivery. Employees at this level may fully perform highly complex contract administration work focused on fiscal monitoring reviews to ensure compliance with legal and regulatory requirements.  

 

Essential Job Functions (EJFs):

Fiscal Monitoring Reviews:

Conducts on-site/desk reviews of providers to determine compliance with IHSS service contracts, rules, laws, regulations, policies and procedures by reviewing and testing information and documentation supplied by contractors and sub-contractors. Identifies financial non-compliance issues by researching specific topics through interviews, analysis and review of relevant backup documentation, and analysis of independently audited financial statements. Prepares comprehensive formal financial monitoring reports that detail the conclusions, findings and recommendations of the reviews in compliance with IDD Services performance contracts/other relevant contracts, rules, laws, regulations, policies and procedures, which includes evaluating information supplied by contractors and sub-contractors; verifying federal and state match requirements as necessary; analyzing fiscal data/synthesizing contractor expenditure data to ensure proper use of funds; conducting financial and non-financial testing; and developing written reports of findings, recommendations and corrective action required. (25%)

 

Fiscal Monitoring Review Follow Up Activities:

Conducts follow-up activities related to on-site/desk reviews including (1) preparing formal correspondence necessary to further explain, clarify findings, and/or refute responses to findings, (2) requesting additional documentation required of the provider and (3) following up on corrective action plans and annual audit findings.  (15%)

 

Preparation of Financial Ratios:

Prepares annual, quarterly, and as necessary key financial ratios to measure financial viability including but not limited to coordinating and completing the fiscal risk assessment and evaluation scorings to support the annual fiscal monitoring schedule.  (15%)

 

Accuracy of work product:

Ensures analyses, correspondence, reports, travel documents, and requests for information are accurate and timely. (15%)

Knowledge, Skills, and Abilities (KSAs):

• Knowledge of the Texas state system for services and supports for people with intellectual and developmental disabilities (IDD)
• Knowledge of program planning, implementation, and evaluation
• Knowledge of state procurement and contract management requirements, regulations, and best practices;  business administration and accounting principles and practices; and policies and procedures of contract management. (e.g., GAAP/GASB, TxGMS, 2 CFR 200, and State Plan and Amendments.)
• Knowledge of contract administration and grants management. 
• Skill in the use of computer and related equipment, including the use of Microsoft Office Suite or equivalent to include word processing, spreadsheet, database, or presentation software programs (e.g., Excel, Word, SharePoint, Outlook, and PowerPoint).

Registrations, Licensure Requirements or Certifications:

Must be a Certified Texas Contract Manager (CTCM) or complete the requirements to become a CTCM within 18 months of employment.  

 

Initial Screening Criteria:

Bachelor's degree from an accredited university. Degree can be substituted on a year-for-year basis depending on experience. A minimum of three years of experience working directly or indirectly serving individuals with an intellectual disability. IDD fiscal monitor work experience is preferred.
