Under the supervision of the Director of IDD Services & PASRR Fiscal and Systems Support, the IDD Fiscal Monitor provides consultative and technical assistance to HHSC program staff, HHSC contract management staff and Local Intellectual and Developmental Disability Authority (LIDDA) staff. The work involves the fiscal oversight and monitoring of HHSC contractual and program requirements for the LIDDAs to include, but not limited to: monitor contract performance by examining billings and fiscal data for compliance with terms of contract and policies; evaluate expenditure data and report trends; review fiscal expenditure reports for completeness, appropriateness, and accuracy; and serve as a liaison with internal/external stakeholders to ensure participation is consistent with program, legal, and fiscal requirements. The IDD Fiscal Monitor is required to travel statewide up to 50% per year for on-site reviews and works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. The IDD Fiscal Monitor conducts on-site and virtual desk reviews to determine compliance with rules, policies, and procedures. The IDD Fiscal Monitor routinely reviews and analyzes LIDDA financial data to assess risk and financial viability by completing routine key financial ratios to determine the LIDDA's organizational health and compliance. At the conclusion of each on-site and/or desk review, the IDD Fiscal Monitor presents a verbal summation of all areas of non-compliance and provides consultative services and technical assistance to LIDDA staff as well as develops report of findings to be shared with LIDDA executive staff, stakeholders and HHSC staff. Participates in unit and cross-agency workgroups related to LIDDA performance, functions, and planning. The IDD Fiscal Monitor must work effectively to facilitate, coordinate and collaborate with the Behavioral Health Services fiscal and contract monitoring staff for the provisions of the LIDDA performance contract service delivery. Employees at this level may fully perform highly complex contract administration work focused on fiscal monitoring reviews to ensure compliance with legal and regulatory requirements.
Essential Job Functions (EJFs):
Conducts on-site reviews of LIDDAs to determine compliance with IDD Services performance contracts, rules, laws, regulations, policies and procedures by reviewing and testing information and documentation supplied by contractors and sub-contractors. Identifies financial non-compliance issues by researching specific topics through interviews, analysis and review of relevant backup documentation, and analysis of independently audited financial statements. Prepares comprehensive formal financial monitoring reports that detail the conclusions, findings and recommendations of the reviews in compliance with IDD Services performance contracts/other relevant contracts, rules, laws, regulations, policies and procedures, which includes evaluating information supplied by contractors and sub-contractors; verifying federal and state match requirements as necessary; analyzing fiscal data/synthesizing contractor expenditure data to ensure proper use of funds; conducting financial and non-financial testing; and developing written reports of findings, recommendations and corrective action required. 25%
Conducts follow-up activities related to on-site reviews including (1) preparing formal correspondence necessary to further explain, clarify findings, and/or refute responses to findings, (2) requesting additional documentation required of LIDDA and (3) following up on corrective action plans and annual audit findings. Preparation of Financial Ratios - Prepares annual, quarterly, and as necessary financial ratios of LIDDAs’ financial statements to measure financial viability including but not limited to coordinating and completing the fiscal risk assessment and evaluation scorings to support the annual fiscal monitoring schedule. 15%

Knowledge, Skills, and Abilities (KSAs):
• Knowledge of the Texas state system for services and supports for people with intellectual and developmental disabilities (IDD)
• Knowledge of Local Authority roles and responsibilities and related state and federal laws, regulations, policies, rules, and requirements
• Knowledge of program planning, implementation, and evaluation
• Knowledge of state procurement and contract management requirements, regulations, and best practices; business administration and accounting principles and practices; and policies and procedures of contract management. (e.g., GAAP/GASB, TxGMS, 2 CFR 200, and State Plan and Amendments.)

• Skill in the use of computer and related equipment, including the use of Microsoft Office Suite or equivalent to include word processing, spreadsheet, database, or presentation software programs (e.g., Excel, Word, SharePoint, Outlook, and PowerPoint).

Registrations, Licensure Requirements or Certifications:
Must be a Certified Texas Contract Manager (CTCM) or complete the requirements to become a CTCM within 18 months of employment.
Initial Screening Criteria:
Bachelor's degree from an accredited university. Degree can be substituted on a year-for-year basis depending on experience. A minimum of two years of experience working directly or indirectly serving individuals with an intellectual disability. A minimum of three years in fiscal monitoring activities for contractual compliance is required.
