Brief Job Description:

The Identity and Access Management Programmer V position reports to the DSHS Identity and Access Management (IAM) manager. HHS is seeking a skilled IAM Developer specializing in SailPoint and Okta to join our dynamic Identity and Access Management (IAM) team. In this role, you will play a crucial part in designing, developing, and maintaining our IAM platforms, ensuring compliance with industry standards, enhancing operational efficiency and continuous improvement of overall functionality. Requirements for this position include expert knowledge of the software development lifecycle and extensive work experience in information technology frameworks, including IAM industry standards.

Essential Job Functions (EJFs):

Integration Processes and IAM Management

Create, implement, and maintain integration processes within SailPoint and Okta to streamline identity lifecycle management and access controls. This includes planning, system design, development, coding, testing, debugging, and providing production support for IAM software systems. Drive design, delivery, and integration for interfaces, system connectivity, and batch processes for existing IAM applications. (30%)

 

Collaboration and Requirements Gathering:

Work closely with cross-functional teams, including security, compliance, and IT operations, to gather requirements and translate them into technical specifications. Implement these requirements by coordinating staff, tasks, and schedules to develop and/or modify IAM software applications. (30%)

 

Mentorship and Oversight:

Provide oversight and mentorship to vendor and junior technical staff, guiding their professional development and contributions to projects. Implement specialized programs to support applications and define the test processes to validate performance and stability. (10%)

 

Risk Management and Compliance: 

Identify and address critical success factors and risks and meet with customers to ensure software products comply with established business requirements and function as specified in complex integrated environments. (10%)

 

Standard Operating Procedures:

Draft and maintain comprehensive standard operating procedures (SOPs) for application development, based on industry best practices, to ensure clarity and consistency. Assist and coordinate with development staff to ensure adherence to standards and procedures for implementing business policies, procedures, and standards. (10%)

 

Communication and Conflict Resolution:

Perform negotiations, resolve conflicts, make presentations, and communicate technical information to all levels of management, customers, and both technical and non-technical staff. (5%)

 

Additional Duties:

Other duties as assigned, including serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. (5%)

 

Knowledge, Skills and Abilities (KSAs):

 

Knowledge of IAM Frameworks with a strong understanding of identity governance, access management, and compliance frameworks, particularly with SailPoint and Okta.

 

Knowledge of programming principles with computer programming principles, practices, and systems analysis techniques.

 

Knowledgeable about the phases of the software development lifecycle, including scope and proposal, analysis, design, construction, and industry best practices for IAM.

 

Knowledge of the limitations and capabilities of computer systems, along with non-automated system design techniques and information technology equipment.

 

Knowledge of cloud-based architectural patterns and enterprise-level solutions.

 

 

Skills in problem-solving and critical thinking, with experience in modifying or developing programs for various applications.

 

Skilled in analyzing and interpreting complex IT products and services, with a keen attention to detail.

 

Skilled in verbal and written communication, with the ability to explain complex designs and serve as a technical consultant, facilitating consensus and mediating compromises.

 

Ability to process information logically, design program and system logic, prepare software specifications, and code, test, and debug software applications.

 

Ability of interpreting technical information related to system programming and data processing and clearly documenting issues while preparing concise reports.

 

Ability to work in a strong teamwork setting, with the capacity to develop recommendations and presentations tailored for various leadership and decision-making levels.

 

Registrations, Licensure Requirements or Certifications:

Preferred certifications in any of the following:

SailPoint Certified IdentityIQ Engineer,

SailPoint Certified SailPoint Certified IdentityIQ Engineer

Okta Certified Administrator

Okta Certified Implementation Engineer

Certified Information Systems Security Professional (CISSP)

Initial Screening Criteria:

Minimum of 4 years working as an IAM developer
