The Texas Health and Human Services Commission (HHSC) seeks a highly qualified candidate to fill the Policies and Rules Unit (PRU) Director position within the Health Care Regulation (HCR) department.
Under the direction of the Deputy Associate Commissioner (DAC) for Program Operations and with considerable latitude for the use of initiative and independent judgement, the PRU Director performs advanced (senior level) managerial work leading the day-to-day operations of a growing and innovative team of highly specialized staff and is essential to the HCR department. The PRU Director collaborates with the DAC to provide direction and guide strategic operations and planning. This position establishes and communicates the PRU’s strategic plan, goals, and objectives in alignment with HHSC’s priorities.
The PRU Director interprets state and federal laws and regulations related to acute care providers including hospitals, limited services rural hospitals, psychiatric hospitals, ambulatory surgical centers, birthing centers, end stage renal disease facilities, freestanding emergency medical care facilities, crisis stabilization units, narcotic treatment clinics, special care facilities, and chemical dependency treatment facilities; and of professional licensees including licensed chemical dependency counselors and licensed sexual offender treatment providers.
The PRU Director is responsible for the oversight of the development, implementation, and dissemination of rules, policies, guidance, webpage updates and other related materials to internal and external stakeholders, develops and manages administrative and programmatic budgets, and ensures effective utilization of resources.
The PRU Director manages responses to policy and rule inquiries from internal and external stakeholders and actively coordinates, participates, and facilitates stakeholder meetings.
The PRU Director assists with legislative coordination, coordinates and completes bill analyses, prepares fiscal estimates, provides testimony at hearings, and develops and monitors legislative implementation plans.
The PRU Director manages multiple, complex projects simultaneously and leads organizational transformation efforts. This position oversees support functions for HCR staff and works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
Essential Job Functions:
(30%) Provides effective leadership, management, and oversight to the PRU. Is accountable to the DAC for the daily operations of the PRU and establishes goals and objectives consistent with the agency strategic plan. Develops and manages unit budget to ensure the proper and efficient use of available resources. Hires, manages, and develops unit staff through consultation, training, and performance appraisal. Manages the workload to ensure the equitable distribution of assignments, the provision of adequate opportunities for cross training, the procurement of necessary resources to support staff, and the accurate, efficient, and timely completion of assignments. Manages CAPPS responsibilities for staff. Identifies areas of change and recommends operational improvements for the PRU unit.
(25%) Develops, revises, implements, monitors, and evaluates standards and policies to support PRU’s essential operations. Oversees the creation and maintenance of rules, handbooks, policies, guidance letters, webpage updates and related materials. Prepares and presents proposed rule packets at HHS Executive Council meetings.
(15%) Establishes collaborative and effective working relationships. Coordinates and facilitates feedback processes to ensure that rules, policies, and related materials consider stakeholder input, and are consistent with HHSC rules, policies, and initiatives.
(15%) Assists with legislative coordination, reviews legislation for policies and rules impact, and prepares analysis and budget estimates. Oversees the legislative analysis process and provides regulation and legislative expertise to staff conducting legislative analysis. Testifies at hearings. Oversees legislative implementation plans. Serves as a resource for legislators, other elected officials, government entities, and the public.
(10%) Represents the department by developing presentations, providing information and testimony, collaborating with stakeholders, advocacy organizations, other state agencies and federal partners. May represent the agency at business meetings, hearings, conferences, seminars, work sessions, or on boards, panels, or committees. Serves as point of contact for federal, state, and local agencies; consumer, advocacy and provider groups and organizations on rules and regulations involving regulated entities.

Initial Selection Criteria:
- Graduation from an accredited four-year college or university with a degree in public policy, public administration, healthcare administration, law, or a related field. Experience may substitute for education on a year-for-year basis.
- One (1) year of experience managing direct reports required; three (3) or more years is preferred.
- Experience researching, interpreting, and analyzing federal and/or state regulations and legislation is required.
- Experience in the development of policies and rules is required.
- Experience managing or working in a regulatory, investigations, or protective services program is preferred.
- Experience with computers and software, such as Adobe Acrobat Pro, Microsoft Office which includes Word, Excel, PowerPoint, Outlook, and Teams is required.
