The Chief Program and Services Officer (CPSO) oversees five divisions administering client services to more than 7.5 million Texans, including programs serving women, children, families, older adults, people with physical, intellectual and developmental disabilities, and people with behavioral health needs. CPSO also oversees the Health and Specialty Care System, the state’s network of state supported living centers and state mental health hospitals as well as Access and Eligibility Services which implements eligibility policy and connects people to services across the state. CPSO advances the HHSC mission to serve Texans by ensuring coordinated, efficient, and accountable delivery of essential programs and services.
CPSO seeks a qualified candidate to fulfill the position of Grants Management System (GMS) Project Manager (Project Manager V). This position performs highly advanced (senior-level) project management work related to the Health and Human Services Commission (HHSC) Grants Management System (GMS) and works under limited supervision with considerable latitude for the use of initiative and independent judgment. The position, reporting to the CPSO Director of Program and Services Support, oversees the adoption of and ongoing maintenance and operations of the GMS.
This position works closely with multiple HHSC divisions and other appropriate agency staff to manage implementation of the GMS and develops policies, procedures and standardized practices related to GMS activities.
Essential Job Functions:
Performs project management work, involving coordinating the planning and initiation of projects. Monitors and manages project quality to ensure that project deliverables are acceptable and fulfill the terms of the project contract or specifications. Monitors the overall GMS project scope, budgets, schedules, work plans, and resource requirements. Develops project plans and ensures timely implementation of plans. Coordinates change management for adoption of the GMS across HHSC.
Serves as the GMS liaison between CPSO, CPSO divisions, agency stakeholders, subject matter experts, and the information technology (IT) department to ensure that needs of CPSO division’s business requirements are appropriately represented in the GMS.
Provides regular status updates on the implementation of GMS to the CPSO and division leadership, including identifying risks and escalating risks to avoid adverse impacts to the agency. Communicates and coordinates project plans, status updates, project methodology, processes and other integral information to interested stakeholders.
Evaluates projects using accepted project management methodologies. Uses problem solving skills to provide solutions and devise mitigation actions. Coordinates and responds to requests for changes from the original specifications. Coordinates with other GMS stakeholders to resolve issues and implement solutions.
Coordinates with other GMS staff to provide assistance to external users and HHSC users outside of CPSO, including developing, updating, and disseminating agencywide policies, procedures, job-aides, and training for the GMS.
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Registrations, Licensure Requirements or Certifications:
Certification as a Certified Associate in Project Management (CAPM) or Project Management Professional (PMP) preferred.
Knowledge, Skills and Abilities:
Knowledge of: HHSC's policies and procedures, including grants management and procurement policies and procedures; state and federal grant administration practices and regulations; HHSC programs; project management and process improvement practices; and technical solutions for managing grants, contracts, or social service programs.
Skill in: verbal and written communications; project management monitoring; facilitating meetings; coordinating with internal and external stakeholders; preparing written analyses and reports; analysis and problem solving; identifying and escalating risks; managing new situations when encountered; developing policies and procedure; and the operating of a computer and applicable software.

Initial Screening Criteria:
Required:
- Graduation from an accredited four-year college or university, relevant experience will be accepted in lieu of a degree.
- Professional experience related to grant program coordination.
- Experience project managing enterprise level projects.
- Experience in process improvement and change management.
Preferred:
- Experience with health and human services programs.
- Experience in grant management and procurement.
- Experience providing training or technical assistance.
