The Chief Program and Services Officer (CPSO) oversees five divisions administering client services to more than 7.5 million Texans, including programs serving women, children, families, older adults, people with physical, intellectual and developmental disabilities, and people with behavioral health needs. CPSO also oversees the Health and Specialty Care System, the state’s network of state supported living centers and state mental health hospitals as well as Access and Eligibility Services which implements eligibility policy and connects people to services across the state. CPSO advances the HHSC mission to serve Texans by ensuring coordinated, efficient, and accountable delivery of essential programs and services.

CPSO seeks a qualified candidate to fulfill the position of Grants Management System (GMS) Program Specialist (Program Specialist VII). This position performs highly advanced coordination work related to the Health and Human Services Commission (HHSC) Grants Management System (GMS) and works under limited supervision with considerable latitude for the use of initiative and independent judgment. The position, reporting to the CPSO Director of Program and Services Support, will work directly with and provide support directly to a CPSO division: Behavioral Health Services, Community Services (CS), or Family Health Services (FHS).

This position works closely with division and other appropriate agency staff to manage implementation and ongoing operation of the GMS and develops policies, procedures, and standardized practices related to GMS activities.

 

Essential Job Functions:

Serves as the GMS liaison between CPSO, assigned division, agency stakeholders, subject matter experts, and the information technology (IT) department to ensure that CPSO and their assigned division’s business requirements are appropriately represented in the GMS. Monitors interests of assigned division within the overall GMS project scope, budgets, schedules, work plans, and resource requirements that may be developed by others.

Coordinates with assigned division to understand its processes and procedures and provides assistance in implementing use of the GMS across the division. Assistance may include assessing the division’s practices, processes, and systems related to grants management and identifies opportunities to improve business processes through the GMS. Identifies and makes recommendations for continuous improvements based on feedback and input from internal and external stakeholders.

Manages GMS-related issues and risks for assigned division and devises mitigation action items and correction actions in coordination with other GMS Program Specialists. Assesses GMS for ongoing ancillary risks. Creates and follows escalation procedures– to avoid adverse impacts to the division and the agency. Helps to prepare, review and track GMS change requests and sprint planning. Coordinates divisions participation in user acceptance testing.

Coordinates with other GMS Program Specialists and GMS Projects Manager to provide assistance to external users and HHSC users outside of CPSO and their assigned division, including developing, updating, and disseminating agencywide policies, procedures, job-aides, and training for the GMS.

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Knowledge of: HHSC's policies and procedures; state and federal grant administration practices and regulations; HHSC programs; project management and process improvement practices; technical solutions for managing grants, contracts, or social service programs; developing policies and procedures.

Skill in: verbal and written communications; facilitating meetings; coordinating with internal and external stakeholders; preparing written analyses and reports, analysis and problem solving; identifying and escalating risks; managing new situations when encountered; and the operating of a computer and applicable software.

Ability to: learn and understand software programs; work independently with limited supervision; stay on task and meet deadlines; handle multiple assignments with competing deadlines; coordinate and work well with other staff and maintain effective working relationships; accurately interpret and apply federal and state statutes, rules, regulations, policies, and procedures; exercise sound judgment in making critical decisions; analyze complex information and develop plans; to communicate effectively; and develop efficient processes.

 

Initial Screening Criteria:

Required:

  • Graduation from an accredited four-year college or university. Experience and education may be substituted for one another on a year-by-year basis. Experience with HHSC programs, grant management, grant development, providing technical support, developing technical solutions, project management, or process development.

  • Professional experience related to grant program coordination.

Preferred:

  • Experience with health and human services programs.
  • Experience in project management and process improvement identification.
  • Experience providing training or technical assistance.
  • Experience with technical solutions for managing grants, contracts, or social service programs.
