HHSC Job Description: Information Technology Business Analyst II
This position is hybrid, two in-office days (Tuesday & Wednesday) per week. Applicants from outside Texas must be willing to relocate within 30 days of hire.
Performs work for the Chief Financial Officer Division, Provider Finance Department. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. Provides advanced technical guidance and oversight in application development, collection and management of data to support the development of Medicaid payment rates.
As a full stack programmer, you will be working on a team of highly skilled Analysts to develop, test, debug, and document complex program code to implement functional and design requirements for information systems. This is an innovative type-role, with the following work;
- Focused on design, development, enhancement, and maintaining advanced multi-user web, database, and reporting applications that effectively meet business needs for Provider Finance.
- In addition, this position will assist with process improvements, code review, and will oversee application analysis and design projects that require coordination, planning, documentation and scheduling during project development, implementation, and test stages.
Essential Job Functions (EJFs):
- (35%) Designs, codes and modifies complex computer programs and database architectures, subroutines, triggers, stored procedures, objects, classes and scripts. Performs necessary testing of assigned programs, including the generation of test data, writing test scripts/execution sequences, examining test results, debugging detected errors, etc. Uses current software development methods/techniques and established development standards (which include programming standards, documentation standards and testing standards) to ensure the quality and maintainability of applications. Participates in code reviews to ensure compliance with development standards and system/business requirements.
- (15%) Oversees the project development lifecycle and coordinates with business analysts and testers on all creation or modification to applications or reports. Oversees the planning, verifies design proposals, and perform in-depth research and analysis, when needed, on project proposals. Reviews programming work for consistency with team standards, code efficiency, project requirement compliance, and quality.
- (15%) Identifies, investigates and resolves production problems. This may include analyzing problems, coding, testing, implementing and training of other technical staff and/or customers. Monitors the applications, reports, and databases for exception or performance issues. Handles any exceptions or performance problems as they occur.
- (15%) Analyze, design, develop, and maintain automation solutions using programming languages to improve software process efficiency.
- (10%) Designs, codes and modifies complex data extracts and automated reports.
- (10%) Performs other tasks as assigned, such as but no limited to, technical documentation or assistance on a complex level to staff or customers on hardware, software, or applications.
Knowledge, Skills and Abilities (KSAs):
- Skill in developing C# ASP.NET/React web applications or similar language(s)
- Skill in mining and analyzing data.
- Knowledge of HTML, JavaScript, and Cascading Style Sheets.
- Knowledge of object-oriented programming.
- Knowledge of programming language(s)
- Knowledge of web accessibility standards.
- Knowledge of Relational Database Management Systems to include the use of the management tools.
- Knowledge of industry best practices for design, analysis, development, validation and implementation.
- Knowledge of the principles and practices of methods and procedures analysis, work simplification, forms and records design and control, and staff and equipment utilization.
- Ability to analyze complex business problems and provide web related solutions using .NET framework.
- Ability to perform detailed work accurately.
- Ability to handle multiple projects.
- Ability to communicate effectively, both verbally and in writing.
- Ability to participate in projects against established timelines with limited supervision.
- Ability to work independently or in a team environment.
- Ability to participate in requirements gathering sessions.
- Registration or Licensure Requirements:
Initial Selection Criteria:
1. Two or more years of professional experience in designing, developing, and maintaining complex web-based or client/server applications.
2. Prefer experience designing and developing database applications using relational database management software.
3. Prefer experience designing and developing reports using report development tools.
4. Prefer experience with Microsoft Visual Studio and Microsoft SQL Server
5. Prefer experience developing applications using a .NET front end with a SQL Server back end.
6. Prefer graduation from an accredited four-year college or university with major coursework in Computer Science, Management Information Systems or a related field.
