Brief Job Description:
The Texas Health and Human Services Commission (HHSC) Medicaid CHIP Services (MCS) division seeks a highly qualified candidate for the position of Financial Analyst IV, reporting to the Medicaid Technology Modernization Director for Operations. The MCS Operations department delivers infrastructure for both the managed care and fee-for-service delivery models within Texas Medicaid, one of the largest healthcare programs in the country, serving approximately 4 million Texans. Key department deliverables include claims resolution, acute care claims processing, provider enrollment, IDD Waiver Programs, Vendor Drug Program, and management of Medicaid Modernization. MCS is driven by its mission to deliver high quality, cost-effective services to Texans.
The financial analyst performs highly advanced (senior-level) financial analysis work, and is responsible for reviewing, analyzing, and evaluating financial data to operate and maintain Medicaid Enterprise Systems (MES) technology initiatives. Work involves administering financial processes and systems; reviewing, analyzing, forecasting and evaluating financial data; preparing reports and responding to inquiries; and recommending and approving appropriate actions to resolve financial problems.
This position may supervise the work of others. The financial analyst works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):
(30%) Oversees the administration of funding models, financial processes, and systems for MES-related initiatives. Ensures compliance with established procedures, requirements, laws, and regulations; completeness of data; and presence of adequate documentation related to MES and state reporting requirements. Analyzes financial data, information, and applicable financial plans related to MES.
(20%) Oversees the development and implementation of effective techniques for evaluating financial business-case-value activities related to MES. Performs financial analysis scenarios, processes information by auditing and verifying financial data, and reviews reconciliation of invoices, audits and other financial accounts related to MES. Coordinates the integration of conflicting programmatic and financial objectives into recommendations for agency management.
(20%) Prepares detailed reports and projections for the MES portfolio, analyzing historical data and current expenditures to accurately forecast future contract spending. Develops comprehensive financial materials and supporting documentation for legislative budget requests, ensuring all proposals are thoroughly justified and align with agency objectives. Coordinates with program managers and stakeholders to gather input and update forecasts as needed and presents findings and recommendations to senior leadership for informed decision-making.
(15%) Develops financial plans for Modernization projects and initiatives. Coordinates analysis of MES initiatives to determine their effect on the financial management of the agency’s resources. Integrates conflicting programmatic and financial objectives into recommendations for agency management.
(10%) Researches and provides interpretation on technical questions of financial compliance with applicable state and federal statutes and regulations. Assists with development of financial models and forecasting related to MES. May supervise the work of others.

Registrations, Licensure Requirements or Certifications:
Preferred: Certification as a Certified Public Accountant
Initial Screening Criteria:
Graduation from an accredited four-year college or university with major coursework in any one or more of the following: accounting, business administration, finance, economics, or related field.
At least five years’ experience administering financial processes and systems.
At least three years’ experience reviewing, analyzing, and evaluating financial data including forecasting, modeling, and predictive analytic work.
Experience with Texas budgeting process preferred.
Additional Information:
The Medicaid Technology Modernization team is responsible for oversight of MES in coordination with HHSC Information Technology and implementing critical technology modernization initiatives in Texas Medicaid systems. MES are comprehensive systems that support all aspects of the Medicaid program. These systems handle tasks such as eligibility and enrollment processes, provider enrollment, claims adjudication, third party liability, fraud detection, care management, and data analytics. MES also focuses on data-driven decision-making, advanced reporting, and beneficiary eligibility.
