Job Description

This job posting will be used to fill one Financial Analyst IV (FA IV) position in the Provider Finance Department. The FAIV reports to the Director of Acute Care Services in the Provider Finance Department and performs highly complex (senior level) financial analysis and regulatory work. Work involves administering financial processes and systems; reviewing, analyzing, and evaluating financial data; preparing reports and responding to inquiries; and recommending appropriate action to resolve financial and regulatory problems.  Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

The FA IV contributes to a variety of internal reports, studies or other deliverables containing analyses of fee for service (FFS) and managed care organization (MCO) data relevant to the understanding of utilization and billing trends. Performs tasks with minimal supervision and with extensive latitude for the use of initiative and independent judgment. Prepares presentations for professional organizations, governmental entities, and the public to be given by executive agency staff, including detailed speaking notes that allow for the communication of complex concepts and findings into understandable narrative for different audiences. Ensures compliance with established procedures, requirements, laws, and regulations; completeness of data; and presence of adequate documentation. Other duties as assigned.   

Essential Job Functions (EFJ)

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

EJF 1. Performs complex financial analysis on HHSC program data related to reimbursement rates and supplemental payment programs for Medicaid and other client service providers. Drafts and/or determines methodologies for data acquisition and for large scale projects needing qualitative and quantitative analysis. Identifies best algorithms for data matching, and works with colleagues to extract data, determines methods for automating processes and matches data using complex programming and analytics methodology. (30%)

EJF 2 Creates Financial analysis and reporting. Develops standard and ad-hoc reporting while also providing financial analysis support on special projects. Provides consultation to staff across Acute Care on complex fiscal reviews. (25%)

EJF 3. Develops financial objectives and strategies.

Develops and implements financial policies and procedures internal to the HHSC Provider Finance Department.  creates, evaluates, and may reviews models and methodologies; conducts highly complex analyses related to FFS and managed care organizations’ financial programs and reimbursement techniques (20%)

EJF 4. Reviews, analyzes, and evaluates the impact of legislation, regulations, and policies affecting reimbursement rates and healthcare finance, reports results and makes recommendations to Executive staff, including the Executive Commissioner and other key personnel biennially; prepares reports and presentations on analyses results for other staff and department leadership on a routine basis; prepares and may give oral presentations and reports on financial programs and initiatives to various provider and stakeholder organizations and to HHSC leadership; communicates complex results in a manner that can be easily understood by various audiences. Represents programs in committees, regional workgroups, and projects to meet research and data analysis needs. Represents the state at the national level on research and data analysis issue. (15%)

EJF 5. Provides input in the development and integration of new financial programs and procedures for calculating provider reimbursements. (5%)

Knowledge Skills and Abilities (KSA)

 

Knowledge of financial analyses and examination procedures for regulated entities, financial and industry terminology and practices, and statistical analysis. 

Skill in the use of a computer and applicable software, and in data modeling.   

Ability to administer financial processes and systems; to perform and interpret numerical analyses; to interpret statutes; to analyze, evaluate, and summarize financial and management records for accuracy and conformance to procedures, rules, and regulations; to prepare reports and correspondence regarding findings; to develop and evaluate policies and procedures; to communicate effectively; and to supervise the work of others.

Initial Screen Criteria

Graduation from an accredited 4-year college or university required. Experience in financial modeling, forecasting, or provider reimbursement preferred. Prior experience in finance or related position.
