Brief Job Description:

 

The Financial Analyst II is appointed by and reports to the Medicaid Enterprise Systems (MES) Contract Finance Manager. This role provides advanced financial analysis, consultative, and technical support to Medicaid CHIP (Children’s Health Insurance Program) Division (MCD), coordinating closely with Health and Human Services (HHS) executives and managers. The financial analyst serves as the primary liaison between MCD and HHS Contract Administration and Contract Oversight (CACO), external audit and oversight agencies reviewing MCD, HHS, and MCD-related programs.

Responsibilities include reviewing and approving all Information Technology (IT) hardware and software requisitions made by HHS Medicaid Contractor to ensure compliance with state of Texas Capital Authority regulations, alignment with contract budgeted funds, accuracy, and proper documentation. Responsibilities also include processing high-dollar invoices for prompt payment, while adhering to relevant Texas state statutes and agency policies.

The position operates under general supervision, with moderate independence and judgment, and requires regular and reliable attendance in accordance with agency and division policies.

 

Essential Job Functions (EJFs):

 

This position is responsible for monitoring financial contract requirements to ensure vendors meet key performance metrics, reporting obligations, and complies with all applicable state and federal regulations. The Financial Analyst II serves as the primary liaison between MCD and CACO, external auditors and oversight agencies reviewing MCD, HHS, and MCD-related enterprise programs.

The financial analyst role involves performing highly complex financial analysis related to the Medicaid Contractor contracts, including compiling, reviewing, and evaluating financial data, preparing reports, responding to internal and external inquiries, and recommending actions to address financial or regulatory issues, as they arise.

Additionally, the Financial Analyst II reviews all hardware and software purchases by the Medicaid Contractor to ensure compliance with state Capital Authority regulations, accuracy in budget alignment, quantity, description, and fulfillment of documentation requirements.

 

Knowledge, Skills and Abilities (KSAs):

 

Knowledge of:

  • Auditing processes, standards (including Generally Accepted Government Auditing Standards), and business practices.
  • Purchasing methods and procedures, state procurement principles and practices, assigned IT products and DIR supply sources.
  • Contract management requirements, regulations, and best practices; negotiating contracts; developing contracts; business administration; policies and procedures of contract management.
  • Financial administration, budget control, and fiscal and governmental accounting; budget control methods, policies, and procedures; and laws and regulations pertaining to fiscal operations.
  • Finance monitoring procedures, legal contracts, business law, financial statutes, and applicable instructions.
  • OMB (Office of Management and Budget) circulars and relevant federal and state regulations.
  • Medicaid and CHIP programs, including CMS rules and compliance requirements.

 

Skill in:

  • Operating personal computers, calculators, and related financial tools.
  • Writing, editing, and composing formal reports and professional correspondence.
  • Applying various financial analysis methods in evaluating respondent workbooks, and contractor’s cost models and amendments.
  • Verbal and written communication, including summarizing complex audit findings into clear, concise reports.

 

Ability to:

  • Coordinate with State Executive Management, MCD staff, and audit personnel across various levels.
  • Interpret and apply federal and state statutes, policies, and procedures.
  • Analyze and evaluate financial systems, management operations, and records for compliance and accuracy.
  • Review and interpret audit, monitoring, and compliance documentation.
  • Communicate findings, recommendations, and management responses clearly and effectively.
  • Establish and maintain effective relationships with internal staff and external providers

 

Registrations, Licensure Requirements or Certifications:

 

Certified Texas Contract Manager (CTCM), Certified Texas Contract Developer (CTCD), or Certified Internal Auditor (CIA) are preferred.

 

Initial Screening Criteria:

 

Graduation from an accredited four-year college or university with major coursework in public administration, accounting, business administration, finance, economics, or a closely related field is generally preferred.

 

A minimum of five years of experience in processing and paying invoices, auditing, audit coordination, Medicaid or CHIP programs, financial analysis, program administration, or grants/contracts administration is required. Experience and education may be substituted for one another on a year-for-year basis.

Preferred Qualifications:

  1. Current certification as a Certified Texas Contract Manager (CTCM), Certified Texas Contract Developer (CTCD), or Certified Internal Auditor (CIA).
  2. Knowledge of Federal and Center for Medicaid Systems (CMS) regulations, Generally Accepted Government Auditing Standards (GAGAS), Office of Management and Budget (OMB) Circulars, and/or Texas Uniform Grant Management Standards (UGMS).
  3. Direct experience with CMS, Medicaid, or Children’s Health Insurance Program (CHIP) programs.
  4. Previous government audit experience, particularly in a regulatory or compliance environment.
