Brief Job Description:

Access and Eligibility Services (AES) seeks highly qualified candidates to fill the Office of Administration (OA) Finance Operations, Financial Analyst II position within the Texas Health and Human Services Commission. AES is driven by its mission to connect Texans to services by helping individuals and families in need of food, medical care, cash assistance and other social services. Under the direct supervision of the manager, the Financial Analyst II provides AES-wide program and financial expertise in support of vendor contracts. The position performs highly advanced, senior consultative services and technical assistance work, including but not limited to requirements gathering, reviewing and analyzing business processes, contract oversight, and financial support. This position leads projects according to project management guidelines and standards, communicates on a complex level with other entities (internally/externally) to exchange information, and addresses issues to resolve problems. Key duties include preparing and reviewing report data, identifying trends, and recommending solutions to operational challenges. The role also includes monitoring performance reports, providing fiscal systems analysis, troubleshooting, and offering technical support to AES staff, other teams, and other government agencies. Additionally, this position ensures compliance with federal and state laws, regulations, and policies. As a financial information specialist, the role also includes budget preparation, fiscal analysis, and the use of various software applications such as CAPPS Financials, CAPPS HCM, Excel, and Tableau. This position works with limited direction with extensive latitude for the use of time to perform job duties.

Essential Job Functions (EJFs):

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. All employees hired under this job posting are required to work the hours of 8AM to 5PM for the first six months of employment. Supervisors may consider alternate work schedules after the first six months of employment based on performance, responsibilities, and the needs of the team. However, alternate work schedules are not guaranteed. 

 

EJF1. Provides AES-wide program business and financial management, business and operations leadership, and coordination for multiple complex projects/requests and ongoing activities. May participate in the preparation and development of the annual operating budget process. Compiles financial statistics and reports related to AES operations. Researches, analyzes, and prepares charts and reports related to internal/external ad hoc requests as required. Provides guidance to staff in the development and integration of new cost accounting methods and procedures, and prepares administrative reports, studies, and specialized cost analysis. (25%) 

 

EJF2. Performs highly advanced, senior consultative services and technical assistance work, including but not limited to requirements gathering, reviewing and analyzing business processes, major AES contract oversight, and program financial management-related activities. Actively works with and provides recommendations to vendor staff, AES senior leadership, and the FCO-area directors regarding agency-wide policies and procedures, contracts, funding, and budgetary issues. Represents HHSC AES OA, and AES in meetings with contractors, stakeholders, and AES staff in general with regular attendance and active participation. (20%) 

 

EJF3. Acts as customer liaison for AES, managing/leading projects according to project management guidelines and standards; communicates on a complex level with other entities (internally/externally) to provide, exchange, or verify information, answering inquiries, addressing issues, or resolving problems or complaints. Coordinates and provides proactive analysis of the impact of change to AES program areas as a result of the implementation of major projects. Prepares, reviews, and analyzes cost estimates and fiscal notes for proposed legislation. Reviews fiscal impacts of proposed rules for adoption. Measures the impact of existing and proposed state and federal legislation on HHSC programs. Responds to budgetary inquiries from AES management and staff, HHSC Budget, and other divisions within HHSC. Provides input in determining proper use of financial and budgetary information to develop reports for AES, other HHSC divisions, the legislature, the governor’s office, state and federal agencies, and the Legislative Budget Board. (20%) 

 

EJF4. This position is responsible for developing high-level analysis and responding to requests from AES upper management; preparing and participating in the review of AES/OA report data developed internally and determining trends; and proposing resolutions to operational issues. Collects, organizes, analyzes, and prepares financial reports and financial projections related to state retained costs and staffing requirements in response to requests for financial information. Analyzes and evaluates necessary financial and actuarial documentation and information to develop financial cost accounting models. Identifies and recommends intervention and employs financial monitoring processes. (15%) 

 

EJF5. Other duties include monitoring performance reporting, providing fiscal systems analysis, troubleshooting, and technical assistance to AES program staff, other governmental agencies, and internal and external work groups; monitoring compliance with federal and state laws, rules, regulations, guidelines, policies, and procedures; functioning as a financial information specialist and performing highly advanced budget preparation and fiscal analysis using various software applications, including CAPPS Financials, CAPPS HCM, Excel, Legislative Tracking System, Word, and Access to perform essential job functions. (10%).

 

EJF6. Manages Special Projects as assigned. (10%)

 

Knowledge, Skills, Abilities (KSAs):

Knowledge of:

  • local, state, and federal laws and regulations relevant to AES program areas;
  • principles and practices of public administration, public sector management, providing services, and contract administration;
  • accounting, finance, auditing, or budgeting. CAPPS Financials or other similar budgeting and/or accounting software experience is preferred; and
  • legislative appropriations request and annual operating budget process.

 

Skill in:

  • using computer software including but not limited to Excel, Word, Access, CAPPS HCM, CAPPS Financials, and other financial applications;
  • communicating both verbally and in writing;
  • managing multiple projects and meeting tight deadlines.

 

Ability to:

  • work independently with limited supervision;
  • follow oral and written instructions;
  • establish and maintain effective working relationships with coworkers, other agency staff, and the public;
  • manage program activities;

Initial Screening Criteria:

Graduated from an accredited four-year college or university with major coursework in business, finance, accounting, economics, or a related field is generally preferred. Experience and education may be substituted for one another on a year-for-year basis. Experience in areas of budget, finance, accounting, and/or contracts. Experience with interpreting and applying federal and state laws is preferred. Advanced MS Excel experience preferred.
