Brief Job Description:

The Federal Funds Analyst position will be one of two positions on the Federal Funds Office (FFO) team primarily responsible for the Federal Funding Accountability and Transparency Act (FFATA) reporting for the Health and Human Services Commission (HHSC). This position must understand current complex policy related to federal funding and must be able to seek out clarification on regulations and other policy information to justify and support complex federal reporting questions and decisions. This position will work closely with all program areas at HHSC that issue subawards and will assist with collaboration and coordination related to data collection and federal reporting. This position will be responsible for creating and delivering training related to the FFATA reporting process. This position works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. This position must be flexible as the needs of HHSC FFO and FFATA reporting methods evolve and an ideal candidate will create efficiencies where opportunities occur.

Essential Job Functions (EJFs):

Coordinates the collection, organization, analysis, and preparation of FFATA reports. (50%)

Consults with internal stakeholders to resolve reporting problems, discuss reporting procedures, identify training needs, and develop training as needed. (15%)

Analyzes federal guidance and legislation to develop recommendations for issues relating to the implementation and/or improvement of HHSC FFATA reporting policies and procedures.(10%)

Ensures compliance with FFATA reporting federal policies and procedures, statutes, and rules; and takes corrective action(s) as needed. (10%)

Analyzes FFATA-related requests from auditors, both internal and external, and gathers necessary information to respond to requests in a timely manner. (10%)

Produces ad hoc reports and analysis as requested. Performs other duties as assigned. (5%)

Knowledge, Skills and Abilities (KSAs):

Ability to review and accurately interpret financial information for reporting purposes and to make recommendations based on the analysis.

Knowledge of local, state, and federal laws related to federal funds and public administration and management techniques including the ability to exercise flexibility during unanticipated policy changes.

Ability to develop, evaluate, implement and interpret policies, procedures and rules.

The ability to develop, evaluate, and interpret policies and procedures

Knowledge of process management and training techniques

Ability to gather, assemble, correlate, and analyze facts; prepare reports; develop, evaluate, and interpret policies and procedures; and communicate results effectively.

Skills in computer software including Excel, Word and Outlook

Knowledge of state/governmental financial and contract-related applications.

Ability to manage projects effectively, including setting priorities and planning, organizing, and coordinating the work of others.

Ability to identify problems, evaluate alternatives, and implement creative solutions.

Ability to exercise independent judgment and prioritize competing deadlines.

Skill in establishing and maintaining effective working relationships.

Initial Screening Criteria:

Graduation from a 4-year college or university with major coursework in business administration or a related field. Minimum three (3) years’ experience in the following areas: working in financial services and with general accounting principles and financial reports; interpreting guidelines, policies, procedures, and regulations; experience working under minimal supervision in an atmosphere where many projects were managed effectively and project deadlines were met. Minimum three years’ experience related to the administration of federal funding. Three years’ experience working with Microsoft Word, Excel, and Outlook. Minimum five (5) years’ experience with communicating orally and in writing to communicate with others inside and outside of an organization for the purpose of giving and obtaining information.
