Brief Job Description:
Under the supervision of the Family Violence Program Manager in the Office of Family Services (OFS) within Family Health Services, performs highly complex (senior-level) consultative services and technical assistance work for the Family Violence Program (FVP). This position works under limited supervision with moderate latitude for the use of initiative and independent judgment. Responsibilities include working collaboratively with the FVP team, serving as a subject matter expert for FVP policy and rules, facilitating internal and external workgroups, and providing administrative, reporting, and program support to the FVP team and FVP service providers.
The Program Specialist V will assist in the planning, developing, and implementing of family violence initiatives, including managing projects, providing consultation and technical assistance to program staff, FVP providers, governmental agencies, community organizations, or the general public. This position is responsible for coordinating with the HHSC Office of the Ombudsman to manage and resolve complaints with family violence survivors and service providers. The position works closely with the program team to execute program and policy projects and assignments and assists the contracts and finance team with procurements, reports, program monitoring, and grant management.
Develops and implements communication tools to enhance provider relations. Conducts comprehensive policy reviews to identify and resolve issues. This position may assist in preparing and reviewing literature, procurements, reports, grant applications, statutes, rules, and policies; and developing policies and procedures.
Essential Job Functions:
(35%) Provides an array of training, technical assistance, research, planning, policy, program assessment, and administrative activities relating to family violence for FVP. Work to resolve problems, identify issues, improve services, implement program effectiveness, and develop action plans and recommendations for improvement in alignment with goals and objectives of FVP. Facilitates family violence workgroups for both internal and external stakeholder groups.
(35%) Provides administrative support to the FVP program team and manager with complex policy assignments, data analysis, administrative rulemaking, grant writing, federal reports, legislative reports, legislative session and bill analysis, procurement documents, and the development of presentations and briefing documents. Provides regular updates and maintenance of FVP website, resources, and SharePoint.
(20%) Provides technical assistance to grantees including assessments of policy compliance, confidentiality requirements, identification of issues and associated solutions, collaborating with stakeholders, supporting grant management, and strategic planning. Assists in the implementation of long-term goals and objectives to achieve the successful outcome of FVP. Ensures that FVP operates within agency policies and procedures and state and federal law.
(10%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet FVP and OFS goals and objectives.

Initial Selection Criteria:
Experience researching, evaluating, or administering state or federal programs preferred. Experience in policy review and analysis required. Experience drafting or editing reports preferred. Experience in providing technical assistance to others required. Experience working with social services clients and providers preferred.
