Brief Job Description
The Director II, under the direction of the Family Support Services (FSS) Associate Commissioner, oversees the operations of the System Improvement and Analytics team within FSS.
This position requires leading FSS’s data management system, data reporting, continuous quality improvement, oversight, and data monitoring system to ensure compliance with reporting state and federal performance indicators. The Director makes a significant contribution to FSS’s mission by providing leadership for the configuration, collection, and reporting of data elements, including legislatively mandated reports and targets, as well as overseeing program evaluations.
The Director provides effective leadership and direction by planning, directing, and coordinating the daily operations of the Systems Improvement and Analytics team. The Director oversees the activities of the Systems Improvement and Analytics team, provides guidance and direction to staff, and collaborates with other teams across FSS to ensure proper collection and reporting of FSS grants. The Director is responsible for establishing goals and objectives for the Systems Improvement and Analytics team that supports strategic plans and responds to evolving needs of FSS and FSS grantees.
Essential Job Functions
EFJ 1. Directs the work of the Systems Improvement and Analytics. Ensures that a high-level analysis is conducted. Produces reports on findings. Provides technical assistance and consultation to FSS staff and contractors, staff of other state and private agencies, regarding the work of FSS.
EFJ 2. Represents FSS by providing information, making presentations, and collaborating with internal and external customers. Responds to inquiries on FSS data. Reviews and analyzes legislation related to FSS performance measures, including tracking legislative bills, assisting with bill analysis, and responding to legislative inquiries during session. Utilizes change management strategies to implement new processes and organizational improvements in response to evolving needs. Plans and develops presentations. Coordinates effectively with other FHS and HHSC divisions as well as external partners in FSS efforts.
EFJ 3. Develops and facilitates data analysis and reporting to analyze trends and prepare reports for management direction. Works collaboratively to provide clarification for contractors and identifies the need for improved contractor performance. Coordinates work with staff throughout the agency on projects that cross divisional lines and communicates implications to those effected.
EFJ 4. Directs and develops Systems Improvement and Analytics staff. Develops staff through development of performance plans, review of performance data, consultation, training, and performance appraisal. Responsible for hiring and selection, assigning work, completing performance evaluations, recommending personnel disciplinary actions, and scheduling and approving leave.
Knowledge, Skill and Abilities
Knowledge of local, state, and federal laws and regulations relevant to program activities and/or business functions; business and management principles involved in strategic planning, resource allocation, and leadership techniques; and the principles and practices of public administration and management.
Skill in establishing plans and setting objectives and goals that support an overall business strategy; decision-making, including assessing risk and using good judgment to inform decisions and recommendations to leadership; and conflict resolution and working quickly and collaboratively to solve problems.
Ability to direct and organize program activities and/or business functions; to establish goals and objectives that support the strategic plan; to identify problems, evaluate alternatives, and implement effective solutions; to develop and evaluate agency policies and procedures; to prepare concise reports; to communicate effectively; and to supervise the work of others
