FSS Financial Analyst II Brief Job Description

Performs highly complex (senior-level) financial analysis work. Work involves compiling, reviewing, analyzing, and evaluating financial data; preparing reports and responding to inquiries; and recommending appropriate action to resolve financial problems. May lead the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Essential Job Functions

Analyzes and reviews financial data, information, and applicable business, financial, and/or spending plans. Develops financial strategies, as well as internal financial policies and procedures, and ensures their effective implementation.

Prepares and reports on federal grants for approval, ensuring compliance with established procedures, requirements, laws, and regulations, while verifying the completeness of data and presence of adequate documentation.

Monitors and reports expenditures, coordinating with the FSS billing team for payment research by comparing against FSS contract agreements and invoices.

Evaluates and monitors budgets, expenditures, and encumbrances, and provides interpretation on technical questions of financial compliance with applicable state and federal statutes and regulations.

Assists in administering financial processes and systems developed to oversee appropriations. May oversee the work of others and perform related work as assigned.

Knowledge, Skills and Abilities (KSAs):

Knowledge of financial analyses and examination of procedures, and statistical analysis. Knowledge of state budgeting preferred.

Skill in the use of a computer and applicable software, and in data modeling.

Ability to perform and interpret numerical analyses; to interpret statutes; to analyze, evaluate, and summarize financial and management records for accuracy and conformance to procedures, rules, and regulations; to prepare reports and correspondence regarding findings; to communicate effectively; and to lead the work of others.

Registrations, Licensure Requirements or Certifications:

None.

Initial Selection Criteria

At least three years of professional experience in financial or grant management, budget development, monitoring, analysis, or auditing work.
Bachelor degree from an accredited four-year college or university preferred.
Experience may be substituted for education on a year-by-year basis.
