Brief Job Description:
Performs managerial work providing direction and guidance in strategic operations and planning of Family Support Services Grants - Contracting and Fiscal Administration (GCFA) subdivision. Work involves establishing overall plans, setting goals and objectives for the subdivisions core duties; developing policies, procedures, and guidelines to accomplish GCFA goals and objectives; establishing priorities, standards, and analysis tools for determining progress in meeting goals; coordinating and evaluating subdivision activities and business functions; and reviewing and approving division budget and grantee/contractor budgets for the Family Support Services division. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):
Directs contract and fiscal activities and functions within Family Support Services Grants-Contracts and Fiscal Administration subdivision.
Develops and implements techniques for evaluating grant and contract activities and/or associated functions within the division, including preparing management reports; and identifies any changes needed. Develops and establishes goals and objectives consistent with the Family Support Services (division) and Family Health Services (section) strategic plans. Develops Family Support Services supplemental and complementary contract initiation, execution, management and monitoring policies, procedures, and guidelines; and implements and monitors compliance for these including all applicable HHSC policies.
Oversees and approves the development, review and management of Family Support Services budgets and major expenditures; and ensures that requirements of both state and federal funding sources are met. Oversees systems and processes for Family Support Services grantee and contract billing and timely payment are necessary, allocable and reasonable expenses.
Oversees and approves the planning, development of RFA and monitoring plans for each fiscal year, sets priorities, and standards for achieving GCFA subdivision goals; and directs evaluation of subdivision’s overall GCFA work activities.
Reviews internal HHSC and Family Support Services management, productivity, and financial reports for accuracy, trend analysis and financial projections. Reviews results of internal audits, forecasts, and modeling exercises to provide direction and guidance to the Family Support Services division and other relevant HHSC divisions and departments to ensure fund maximization of all funds.
Provides professional oversight and guidance to internal and external stakeholders in order to meet subdivision, Family Support Services and Family Health Support Services goals, including executive and/or management-level staff, to ensure compliance with and adherence to federal, state and division standards and established procedures.
Represents the agency at both internal, cross-divisional, cross-section and external stakeholder business meetings, workgroups, conferences, panels, and committees.
Performs related work as assigned.
Knowledge, Skills, and Abilities (KSAs):
Knowledge of local, state, and federal laws and regulations relevant to program activities and/or business functions; business and management principles involved in strategic planning, resource allocation, and leadership techniques; and the principles and practices of public administration and management.
Skill in establishing plans and setting objectives and goals that support an overall business strategy; decision-making, including assessing risk and using good judgment to inform decisions and recommendations to leadership; and conflict resolution and working quickly and collaboratively to solve problems.
Ability to direct and organize program activities and/or business functions; to establish goals and objectives that support the strategic plan; to identify problems, evaluate alternatives, and implement effective solutions; to develop and evaluate agency policies and procedures; to prepare concise reports; to communicate effectively; and to supervise the work of others.
Registrations, Licensure Requirements or Certifications:
CTCM required.
Initial Screening Criteria:
A minimum of five years’ experience in management and direction over grants and/or contracts and fiscal administration required. A minimum of five years’ experience in public sector human service delivery systems and state government is required. A minimum of ten years of supervision of others is required. Graduation from an accredited four-year college or university required. Major coursework in a field relevant to this type of assignment that including business administration, finance or budget is generally preferred. Experience and education may be substituted for one another on a year for year basis.
