Brief Job Description:

The Texas Health and Human Services Commission (HHSC) is seeking qualified candidates to fill the Data Steward position within the Information and Data Governance (I&DM) in the Data, Analytics, and Performance (DAP) division. Under the Director, Enterprise Data Governance (HHS Office of Data, Analytics, and Performance) the Data Steward will perform highly advanced (senior-level) consultative services, training, research, program planning and assessments, and technical assistance work. Work involves planning, developing, and implementing functions involving the data stewardship program, data governance, enterprise metadata management, and data quality management. The Data Steward provides consultative services and technical assistance to program staff, governmental agencies, community organizations, or the general public. This position will work under minimal supervision, with extensive latitude for the use of initiative and independent judgment. This role requires a person with several years of recent experience working directly with data and its use to support the user community by resolving issues associated with the data throughout its life cycle. The Data Steward is responsible for understanding the business process of the Enterprise and the impacts to downstream processes and other divisions. The Data Steward understands raw data, as it is stored in the database along with the use and value of governed, and reliable data from a holistic perspective across all divisions in the agency.  

 

Essential Job Functions (EJFs):

EJF 1. Plans, prioritizes, and performs a variety of technical, training, research, planning, policy, program assessment, and administrative activities for the enterprise data stewardship program, enterprise data governance, enterprise metadata management, and data quality management. Identifies, plans, and coordinates necessary stewardship activities for projects. Collaborates with other data stewards with managing the process of identifying Critical Data Elements (CDEs), compliance with HHS Data Standards, profiling data for analytical fitness, and data quality assessments for their assigned data assets and takes corrective action(s) as needed. (25%)

 

EJF 2. Assists management with program plans and performance assessments, development of standard operating procedures, repeatable business processes, RACIs, flow diagrams, identifying improvement opportunities, and the development of data stewardship trainings, templates, and other materials. Assists with the development of data governance standards, and participates as the EIM representative on a variety of DGPM workgroups. Some of these workgroup deliverables include developing flows, processes and timelines related to agency implementation of data governance standards in alignment with DIRs guidelines and recommendations. Acts as a liaison with external programs and agencies and between large, complex internal programs to explain the data management program and agency statutory requirements; provides expert guidance and assistance and documents business requirements in the establishment of targeted, high-level metrics capable of effectively measuring and communicating individual program performance that contributes to the overall HHS system performance. (25%)

 

EJF 3. Coordinates and implements risk and compliance activities, including internal validation of EDG-EIM mastered data and program processes. Analyzes operational plans, processes, and workflows, and prepares reports of findings, recommendations, guidelines. (15%)

 

EJF 4. Completes and maintains business metadata for the assigned data assets; and recommends appropriate changes to programs' metadata management processes and procedures. The program specialist will serve as an enterprise data steward across multiple program areas, and is responsible for developing technical and business expertise related to their assigned data assets which includes; data profiling, metadata acquisition, data quality improvement work and coordination with program area business SME. Develops and implements research methods and analytical procedures; assesses validity of performance measures, methods and/or procedures for appropriate application; applies advanced statistical methods to all related data sources; and leads coordination of performance measure design, planning, analysis, and reporting on all assigned data management initiatives. The program specialist will also be responsible for working with the EIM team to develop and obtain additional enterprise data sources to be included in the master data management process. (10%)

 

EJF 5. Develops and maintains the artifacts and reports that support the visualization of data flows within the organization. Captures and helps define transformation requirements, quality rules, thresholds, triggers, and source system details for entry into the centralized metadata repository. Designs and implements effective techniques for data quality issue reporting, triaging, and resolution workflows. Works with the Enterprise Data Governance-Enterprise Information Management (EDG-EIM) team, data owners, and other data stewards to identify, define, and document metadata attributes for Critical Data Elements (CDEs). Manages standard business definitions for CDEs. (10%)

 

EJF 6. Assists management with developing data governance policies, data standards, service level agreements, and functional and non-functional data requirements that are appropriate for the agency. Participates in various Data Governance and Performance Management (DGPM) workgroups as related to developing and implementing data standards and data governance and data stewardship trainings. (10%)

 

EJF 7. Coordinates the collection, organization, analysis, and preparation with Information Technology to capture the technical metadata and establish data lineage using the HHS Master Data Repository and Data Asset Repository. Provides guidance and collaborates with the technical staff to document the technical rules and devise data quality issue remediation. (5%)

 

Knowledge, Skills and Abilities (KSAs):

Knowledge of local, state, and federal laws related to the program area; of public administration and management techniques; of statistical analysis processes; of research techniques; and of training techniques. Knowledge of data governance strategies, frameworks, and best practices.

Skill in identifying measures or indicators of program performance and in the use of a computer and applicable software. Strong oral and written communication skills for effectively interacting with data users, managers, and other stakeholders.

Ability to gather, assemble, correlate, and analyze facts; to devise solutions to problems; to prepare reports; to develop, evaluate, and interpret policies and procedures; and to communicate complex and technical information in writing and verbally both clearly and concisely.

Initial Screening Criteria:

Graduation from an accredited four-year college or university with full-time experience with project management, organizational development, policy analysis or developing learning curriculum. Experience in providing administrative assistance to a public agency program or private sector business. Experience with developing business processes improvement measures and maintaining tracking systems for documents, tasks, and other assignments. Experience and education may be substituted for one another on a year-for-year basis.
