Brief Job Description:
Performs work for the Chief Financial Officer Division, Provider Finance Department. Works under general supervision with moderate latitude for the use of initiative and independent judgment. This role is part of the Engagement System Support team, and the Program Specialist VI will be trained and supervised by senior members of the Engagement System Support team, but will report directly to Business Operations Manager V.
Program Specialist VI will provide operational support in the collection and management of data to support the development of payment rates. In addition to ensuring the integrity, security and accessibility of the agency's data. This role will ensure other users can easily use the database or system to find the information they need and that systems perform as they should, liaising with vendors as needed to maintain the system. Work also includes;
Coordinating with internal agency staff and external vendors as it relates to complex systems for collecting statistical and cost data;
Acts as system and database administrator for external cost reporting system,
Maintains spreadsheets, large databases, procedures, data instruments, and data tracking systems
Provides training and operational support/guidance to agency staff and contracted providers on cost reporting systems, state statutes and regulations, and HHSC policies and procedures.
Provides operational support of the cost reporting and tracking systems; as well as interfacing with diverse groups, including other agency staff, medical/provider associations, workgroups, client advocates, attorneys, state/federal auditors, audit managers and audit staff throughout the state, and interested parties regarding data collection and the rate-setting process.
Performs other work as assigned or required to maintain and support the office and agency operations.
Monitors resource email box for external and internal inquiries; determines appropriate handling of inquiries in accordance with state and agency policies, procedures, rules, and statutes. Transfers requests to other business areas, as necessary, and maintains documentation of how inquiries were handled.
Participates in fulfilling open records request submissions, ensuring research is completed in a timely manner.
Participates in team meetings, trainings, and other administrative and operational duties related to cross-coordination with other members of the team.
Ensures providers training documentation is tracked and maintained.

Prepares and develops database documentation, policy and procedures documentation

Monitors data to safeguard integrity, provide ready accessibility, and file security through protected access, storage, backup, and retention.
Ensures compliance with agency rules, state and federal regulations, and agency methodologies.
Identifies needed areas of change, proposes alternative strategies and recommendations for presentation to management.

Knowledge of state/federal laws and regulations relating to Medicaid reimbursement.

Initial Screening Criteria:
Bachelor Degree preferred. One year experience in Provider Finance or applicable organization required. Salesforce experience preferred, but not required.
