Brief Job Description: Team Lead for Credentialing and Registry Enforcement Unit (CARE)

Serves as Team Lead for CARE programs. Administers and provides technical assistance with referral process for all CARE program areas to include Nurse Aide (NA) Enforcement, NA CH (Criminal History) Enforcement; Medication Aide (MA) Enforcement; Military Spouse Waiver Enforcement; MA CH Enforcement; Employee Misconduct Registry (EMR) (Regulatory Enforcement (RE); Provider Investigation (PI) EMR programs.  

 

Ensures and conducts program activities, services, and the timely processing of referrals and due process for all CARE programs. Performs and provides technical assistance with referral processes for all CARE programs to ensure effective achievement of goals and objectives. Schedules and participates in each stage of due process for all CARE program areas to include Informal Reviews (IRs), and Further Administrative Reviews (FARs), and Enforcement Reviews (ERs); review of Opportunity to Show Employability (OSE) letters; provides testimony in formal hearings; and helps schedule and conduct trainings and presentations for CARE programs. Assists with training and mentoring staff.  Responsible for reviewing the work of others to ensure compliance with program requirements.  

Provides high-level advice and counsel and assists in the interpretation and implementation and development of unit program guidelines, procedures, rules, and policies, and recommends improvements as necessary. Performs quality assurance activities for CARE, and performance measure tracking, analysis, and trends.

Works under minimal general supervision of the CARE Director, with moderate latitude for use of initiative and independent judgment. Performs other duties as assigned; attends work on a regular and predictable schedule.

Market rate for this position is $78,247.51
 

Essential Job Functions (EJFs):

Administers and assists with CARE program areas to include Nurse Aide (NA) Enforcement, NA CH Enforcement; Medication Aide (MA) Enforcement; Military Spouse Waiver Enforcement; MA CH Enforcement; Employee Misconduct Registry (EMR) (Regulatory Enforcement (RE); Provider Investigation (PI) EMR programs and provides interpretation of State laws/regulations for applicable entities, administrators, provider organizations, Legal staff, agency staff statewide, and the public.  

Assists with oversight and maintenance of the integrity of CARE program areas to include NA Enforcement, NA CH Enforcement; MA Enforcement; MA CH Enforcement; and the EMR (RE); PI EMR Administrator databases and processes; makes timely and accurate registry entries; assures timeliness of processing referrals/ complaints, notification, due process and management of workflow. Ensures quality assurance for all CARE programs.

Coordinates with Long Term Care-Regulatory (LTCR) Regions; Quality Assurance (QA); Special Investigations Unit; Survey Operations; NFA Licensing, Nurse Aide and Medication Aide Registries; CH Program Specialists; Trust Fund Management (TFM); Provider Investigations (PI); Department of Family and Protective Services (DFPS); Health Care Regulation (HCR); Child Care Regulation (CCR); Enforcement Staff and Management; Legal and Hearings Staff, Advisory Committee and Coordination Office, Media Services; Cybersecurity; Governor’s Office; Training Providers and Policy, Rules and Training (PRT). Communicates, maintains, and coordinates applicable policies, forms, and procedures with other HHSC program areas and State agencies to receive and process referrals, make sound compliance decisions, and provide due process procedures for final disposition of all CARE referrals/complaints. 

Coordinates and/or conducts IRs/FARs/ERs to determine compliance with licensure, certification, and permit requirements, laws, regulations, policies, and procedures. Coordinates and provides hearing testimony for designated CARE program areas. Conducts training and presentations for CARE programs. Testimony, training, and presentations are prepared appropriately; delivered professionally; and reflect an accurate representation of the facts, findings, and agency rule/statutory requirements.

Analyzes and identifies processes/procedures in need of change, enhancement, or implementation to help ensure compliance with program policies/procedures. Develops action plans to meet program goals and recommends policy changes as needed. Continuously reviews the referral process to implement mandated changes; identifies efficiencies; enhances effectiveness, and makes timely, considered recommendations for change. Performs quality assurance activities for CARE, and performance measure tracking, analysis, and trends.

Acts as liaison with agencies and internal programs to provide timely and effective guidance and technical assistance on agency and program requirements. Provides appropriate program documents and/or information as requested. Coordinates open records requests to ensure all media, legal, agency, and public requests for information are filled promptly.

Initial Screening Criteria:

Graduation from an accredited college or university with a degree in a related field of health care, social services, or legal services.

Experience in regulatory services may be substituted for education on a year-for-year basis.

Experience in long-term care regulatory services.

Experience in long-term care regulatory programs. 

Experience in long-term care regulatory services surveys, investigations, or enforcement.
