Brief Job Description: Employee Misconduct (EMR) Program Specialist V for Credentialing and Registry Enforcement Unit (CARE)
The Employee Misconduct Registry (EMR) Coordinator serves as the subject matter expert in all aspects of Abuse, Neglect, and Exploitation (ANE) investigations. This position develops, organizes, plans, and conducts all EMR-related program activity and services. This position oversees, performs, implements evaluates EMR operations to ensure effective achievement of goals and objectives. This position prepares written methodology documents and may be required to testify at hearings. Provides hearings testimony, scheduled trainings, and presentations of the EMR program. This position provides highly complex consultative services and technical assistance to program staff, governmental agencies, community organizations, and the public.
This position reports to the Credentialing and Registry Enforcement Manager, with considerable latitude for the use of initiative and independent judgment.
Market Rate for this position is $69,105.08
Essential Job Functions (EJFs):
Read, understand, and apply rule definitions for Abuse, Neglect, Exploitation investigations in Nursing Facilities, Assisted Living Facilities, Day Activity and Health Services/Individualized Skills and Socialization facilities, Intermediate Care Facilities, and Provider Investigations to determine whether reportable conduct exists.
Effectively communicates investigation findings and related recommendations to stakeholders both verbally and in writing, including detailed reporting of findings through written methodology documents.
Provides high-level advice and counsel by interpretation of state laws/regulations, policies, procedures, regulations, and standards for applicable entities, referred individuals, administrators/directors, provider organizations, department legal staff, other agency staff statewide, and the public.
Ensures due process is provided timely manner for all perpetrators, including conducting Informal Reviews and participating in formal hearings as required.
Tracks program performance reports and recommendations for appropriate changes or improvements to current EMR processes.
Maintains the integrity of the EMR and makes timely and accurate registry entries.
Knowledge, Skills, and Abilities (KSAs):
Knowledge of state and federal laws, regulations, and rules relevant to Employee Misconduct Registry (EMR) (Regulatory Enforcement (RE); Provider Investigation (PI) EMR programs.
Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
Strong verbal and written communication skills and organizational skills are required.
Ability to manage workload in a fast-paced work environment.
Ability to articulate investigation review findings in a group setting.

Initial Screening Criteria:
Graduation from an accredited four-year college or university with major course work in social work, criminal justice, human services, nursing, or a related field.
Experience working in Long Term Care Programs may be substituted for education.
Experience in drafting effective and professional written correspondence.
Experience evaluating or participating in program operations or quality assurance
activities.
Experience with electronic communications, including computer word processing software.
Experience working with long-term care regulatory programs, preferred.
