Brief Job Description:
This position is responsible for developing and maintaining the emergency management program for the Health and Human Services Commission. Position responsibilities also include supporting preparedness and response processes in collaboration with external and internal partners at the federal, state and local levels. These responsibilities directly support the safety of the public, agency staff, consumers and clients impacted by emergency or disaster situations. This position is the primary emergency response contact for state agency partners, including the Texas Division of Emergency Management (TDEM) and may be contacted at all hours to support statewide response efforts. This position is the lead liaison to the State Operations Center (SOC) and is required to work extended hours and report with minimal advance notice.
Essential Job Functions (EJFs):
- Represents the agency in the State Operations Center (SOC) during emergency and non-emergency incidents including but not limited to major emergencies, disasters, training exercises and special events. Serves as liaison to other state agencies and other potential emergency response entities. Is the lead and SME for any emergency management response/technical requests, workgroups and projects. Works with external partners to coordinate response efforts.
- Coordinates the agency's deployment to the State Operations Center (SOC). Responsible for developing practices and protocols for SOC Liaisons and provides training as appropriate. Determines staffing schedule and ensures adequate coverage.
- Coordinates incident information, threat warnings, weather information, bulletins, and other communications.
- Directs emergency management or public safety program activities; and consultative services and technical assistance provided to program staff, governmental agencies, community organizations, or the public.
- Responsible for developing, coordinating, and implementing emergency operations plans and operating procedures, analyzing and distributing information concerning natural and man-made emergencies and/or disasters.
- Supports overall agency preparedness and response efforts, including exercises, training programs, and Emergency Operations Center (EOC) activations.
- Represents Emergency Management at various meetings, trainings, conferences and seminars as requested.
- Supports the operational mission of the Emergency Management Department which may include extended or alternate schedules and related work/other duties as assigned.
Knowledge, Skills and Abilities (KSAs):
- Knowledge of the four phases of Emergency Management (Mitigation, Preparedness, Response and Recovery)
- Knowledge of the Incident Command System, National Response Plan and National Incident Management System.
- Knowledge of the principles and best practices related to emergency management.
- Knowledge of federal, state and local laws, codes and regulations with particular regard to emergency preparedness planning.
- Proficiency in MS Office software programs to facilitate the creation of plans, reports, spreadsheets, and presentations.
- Proficiency in technical writing knowledge, skills, and abilities needed to develop plans, reports, presentations, and other EM related documents.
- Ability to respond to inquiries and requests in a professional manner.
- Ability to work under stress and exercise good judgment
- Ability to communicate clearly and concisely in regards to written and oral communication
- Ability to interpret and apply federal, state and local policies, procedures, laws and regulations
- Ability to analyze and problem solve.
- Ability to establish and maintain cooperative working relationships with internal and external federal, state and local partners.
- Ability to effectively respond to emergency situations requiring quick turnaround and immediate attention.
Registrations, Licensure Requirements or Certifications:
Certified Emergency Manager (CEM by IAEM or state equivalent) preferred
Completion of ICS-100: Introduction to the Incident Command System, ICS-200: ICS for Single Resources and Initial Action Incidents, ICS-300: Intermediate ICS for Expanding Incidents, ICS-400: Advanced ICS for Command and General Staff, IS-700: National Incident Management System, An Introduction, IS-703: NIMS Resource Management, IS-800: National Response Framework, An Introduction preferred or ability to obtain within one year of employment
Initial Screening Criteria:
Graduation from an accredited four-year college or university with a bachelor's degree. Experience and education may be substituted for one another on a year-for-year basis.
Three years or more experience in program coordination and/or management or related field
Preferred Criteria:
Three years or more experience in emergency management or a related field
