Brief Job Description:
The Texas Health and Human Services Commission (HHSC) Early Childhood Intervention (ECI) Office seeks a highly qualified candidate to fill the position of ECI Information Specialist. ECI is driven by its mission to assure that families with young children with developmental delays have the resources and support they need to reach their goals. This position makes a significant contribution to ECI’s mission by performing highly complex (senior-level) informational and publications work. As a collaborative member of the ECI outreach team, the position implements the agency’s public outreach efforts to increase public awareness about early intervention and to identify children in need of early intervention services (child find) as required by the Individuals with Disabilities Education Act, Part C. Responsibilities include developing and maintaining consistent print and online materials to be used by families, ECI contractors, other agencies who partner with HHSC and referral sources such as health care professionals, child care facilities and community based programs. A hybrid telework/in-office arrangement is currently available for this position, subject to agency and department policies.
Essential Job Functions (EJFs):
- Content Development - Conducts research, coordinates with ECI staff and develops content of printed and online materials which are responsive to the needs of the community, service delivery contractors, and partner agencies. Works with ECI staff, management and others to develop and edit content for materials including brochures, booklets, posters, DVDs/CDs, presentations, newsletters, and web content. Leads or participates in workgroups focused on developing materials that are culturally appropriate, family centered, and accessible. Ensures all content is accurate and reflective of ECI's mission and brand. (25%)
- Design Development - Coordinates and maintains the illustrative, photographic, or audiovisual content of materials. Prepares print, web based and audiovisual materials which require a working knowledge of layout and design, print and multi-media production, and script writing and editing. Contributes to team-based design brainstorming and problem-solving. Collaborates with other agencies and vendors to ensure quality products are produced. Advises HHSC ECI subrecipients on the appropriate use of the HHSC ECI badge to assure statewide consistency and integrity of the ECI brand. (25%)
- Program Liaison - Acts as liaison to state agency Print Shops, HHS Communications and Media Services, FHS Communications, and warehouse services (inventory and fulfillment). Assists with contract renewals and provides specifications for requests for proposals as necessary. Provides technical assistance to ECI contractors, state office staff and others regarding ordering publications, order fulfillment and distribution. Provides excellent customer service when meeting stakeholders' needs. (25%)
- Promote Interest in ECI - Develops content for information packets for staff to use when addressing community and professional groups to stimulate interest in early intervention as required under IDEA, Part C. Assists with the development and maintenance of the Central Directory of resources. Collaborates with the ECI outreach team to align messaging and maximize engagement across multiple platforms. (25%)
