Brief Job Description:

This position is responsible for the development of FSS programming focused on early childhood including the supervision of a team of program specialists. Performs advanced (senior-level) managerial work administering the daily operations and activities of FSS’s programming, including development of major division programs such as Health Outcomes through Prevention and Early Support (HOPES) and other non-home visiting programming and initiatives, providing and overseeing technical assistance and support for grantees, interpreting grant requirements, and coordination within and outside the division on early childhood efforts. This position will work closely with the Division Administrator for Early Childhood Program overseeing other division early child programs. Position will also work closely with multiple state agencies, divisions and programs, national, state and local stakeholder groups and provider groups to increase and develop coordination and collaborative initiatives. Assumes a leadership role in the field of early childhood services and coordination, actively engages partners to increase effective service delivery and improve outcomes for families in Texas. Responsibility includes the development and implementation of new program components, researching best practices, and coordination with cross-agency programs on joint initiatives. Establishes goals and objectives; develops guidelines, procedures and policies, develops schedules, priorities, and standards for achieving established goals; coordinates and evaluates business functions and trends; and develops and evaluates budget requests; Plans, assigns, and supervises the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. 

FSS division offers up to 4 days telework to its division members, in accordance with agency and division telework policy. This position’s ability to telework will be determined by FSS leadership and agency and division telework policies. Staff performance is monitored to ensure appropriate use of work hours and agency assets. The position will be required to report to the office, as directed, to fulfill essential job functions.  

 

Essential Job Functions (EJFs):

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. May be required to work extended hours as needed during Legislative and agency budgetary process cycles.

(30%) Oversees Early Childhood unit programs and projects. Directs and supervises PEI Early Childhood programs, including determination of need, procurement, community and stakeholder relations, program development, training, and technical support. Establishes goals and objectives for projects and grants.

 

(20%) Oversees staff of the Early Childhood unit.  Manages and develops staff through development of performance plans, review of performance data, consultation, training, and performance appraisal. Responsible for hiring and selection, assigning work, completing performance evaluations, recommending personnel disciplinary actions, and scheduling and approving leave.

 

(20%) Development of Early Childhood unit as a knowledge hub and technical assistance resource.  Works closely with multiple state agencies, divisions and programs, national, state and local stakeholder groups and provider groups to increase and develop coordination and collaborative initiatives. Assumes a leadership role in the field of early childhood service coordination, actively engaging partners to increase effective service delivery and improve outcomes for families in Texas. Develops team subject matter expertise, responsible for technical assistance plans and implementation support.

 

(10%) Internal Coordination and Leadership. Provides advanced technical assistance for HHS, and consultation to stakeholders including other state agencies and other public or private entities. Represents FSS at meetings, conferences and workgroups. Participates specific workgroups, cross-sector efforts and complex collaborative projects. Provides leadership in assessing opportunities and appropriating team resources to maximize impact.

 

(10%) Develops and enforces of systems of accountability. Supports budget development, resource development and grant management processes. Plans, implements, monitors and evaluates policies and procedures. Oversees programmatic monitoring of contracts and contracted providers.  Develops, in coordination with FSS team members and contractors when necessary, relevant state-level systems that may include a data system and intake, assessment, and referral system.  Closely collaborates with FSS teams on data collection and outcome measurement, including process evaluation, CQI process, communications planning and training coordination.

(10%) Analysis and Reporting. Prepares written project updates, summaries, contributes to legislative reports, strategic plans, and website updates. Analyzes state and federal legislation with a special emphasis during the Texas Legislative Session.  Contributes other division reporting throughout the year and develops ad hoc reports or written materials as needed.

 

KSA:

Knowledge and experience managing large programs, developing new programs and developing programs to scale.

Experience and/or knowledge in family support, early childhood, or other social services program development and delivery

Experience in managing a team or the work of others and coordinating work across multiple areas.

Skill in communicating both orally and in writing.

 

Initial Selection Criteria:
Experience in family support, early childhood or other social services program development and implementation. Graduation from an accredited four-year college or university is generally preferred.
