Brief Job Description:
Under the supervision of the Director of Programs, State Supported Living Centers (SSLC) Division, this position serves as the SSLC discipline coordinator for client rights within SSLCs. This position will provide consultative, analytical, and technical assistance to ensure that practices regarding client rights provided at SSLCs conform with the Conditions of Participation for Intermediate Care Facilities for Individuals with Intellectual Disabilities, terms of the settlement agreement with the U.S. Department of Justice, and all other relevant state and federal laws, rules and regulations. Work involves planning, developing, coordinating, monitoring and implementing major division initiatives and programs and providing information, consultation and assistance to program staff, governmental agencies, community organizations, and the general public. Trains, leads, assigns and/or prioritizes the work of others. Works under minimal supervision with considerable latitude for the use of initiative and independent judgement. Statewide travel (50%) is a requirement.
Essential Job Functions (EJFs):
- Provides on-site State Review Team visits and mentoring to SSLCs regarding the facility’s compliance with policies and procedures related to resident rights. (20%)
- Provides consultative support and education to facility rights officers to include facilitation of monthly conference calls. (10%)
- Oversees the development and implementation of program policies, procedures, and manuals and plans program activities in accordance with program objectives and goals. (10%)
- Oversees compliance with program policies and procedures, statutes, and rules and takes corrective action(s) as needed. (10%)
- Reviews client rights restrictions and provides feedback to facility staff. (10%)
- Conducts impartial investigations to identify SSLC policy/system failures and makes recommendations for plans of correction. (10%)
- Serves as family liaison for the SSLC state office and with agencies and internal programs to explain SSLC services and statutory requirements related to client rights. (10%)
- Evaluates training needs, develops curriculum and coordinates training activities. (5%)
- Determines and analyzes trends and resolves operational problems. (5%)
- Participates in the hiring process of rights officers via the facility interview process. (5%)
- Performs related work as assigned. (5%)
Knowledge, Skills and Abilities (KSAs):
- Knowledge of state and federal laws related to HHSC programs.
- Ability to prepare reports and communicate effectively orally and in writing.
- Ability to work professionally with individuals with intellectual disabilities, family members, staff, and others.
- Ability to gather, assemble, correlate, and analyze facts and to devise solutions to problems.
- Ability to effectively lead projects and workgroups.
- Computer skills in WORD, EXCEL, and other Microsoft Office products.
- Ability to effectively handle multiple responsibilities and plan work activities.
- Must have broad knowledge of intellectual disability service systems and available resources and services to meet individual and family needs. In addition, a functional knowledge is required in the following areas: Health and Human Services Commission rules and policies; Texas laws related to persons served (i.e., Health and Safety Code, Code of Criminal Procedure, and Family Code); Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF/IID) Standards; current issues regarding the status of intellectual disability programs; rights of individuals served; and the Judicial system.
- Demonstrated ability to train others including one on one training and to large audiences.
- Must have advanced skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.

Initial Screening Criteria:
Bachelor's degree from an accredited college or university with a major in social work, sociology, psychology or a related human services field and
- Three (3) years of working with people with intellectual and developmental disabilities in a residential setting, at least one of which includes primary duties of leading, directing, overseeing and/or managing the work of multiple staff members.
OR
-Graduation from an accredited two-year college (i.e. Associates Degree) with major coursework in in social work, sociology, psychology or a related human services field and
-Four (4) years of working with people with intellectual and developmental disabilities in a residential setting, at least one of which includes primary duties of leading, directing, overseeing and/or managing the work of multiple staff members.
OR
-Six (6) years of working with people with intellectual and developmental disabilities in a residential setting, at least one of which includes primary duties of leading, directing, overseeing and/or managing the work of multiple staff members.
Demonstrated experience in operating computers and applicable computer software.
Experience working in a large ICF-IID setting is preferred.
