Brief Job Description:
Responsible for planning, organizing, and managing Disaster Case Management (DCM) program grant. Plans and assigns the work of others. This position will be responsible for managing the overall implementation and ongoing operations of the DCM program. Sets the priorities for DCM client tracking and reporting with vendors. Advises vendor staff on program implementation, performance of work, tracking, reporting and quality control methods. Ensures compliance with federal and state regulations, policies and procedures. This position will identify and communicate clear, consistent guidelines, conduct regular site visits, hold regular coordination calls to share information across operational areas, evaluate program effectiveness, identify corrective actions and complete reports to FEMA. This position provides day-to-day monitoring of the case management activities, identifies deficiencies in processes and implements solutions. Establishes professional communications with DCM stakeholders such as Long-Term Recovery Committee (LTRC), FEMA, State Agencies, community groups, voluntary agencies, church, community leaders and elected officials. Makes presentations to stakeholders and attends community and LTRC meetings. Monitors proposed changes in state and federal regulations to determine potential impact on the DCM grant program. Plans, coordinates, evaluates and recommends strategies to contracted vendors to support successful outreach operations and successful case management activities. Creates reports on case management caseloads, vendor productivity, disaster recovery plans, case closure, and grant closure. Plans and coordinates with contracted vendors to ensure compliance with policies, procedures, and regulations. Identifies ongoing training needs for state and vendor staff, assists with scheduling training as needed. Provide training as needed to vendor staff. Communicates on a complex level with others (internally and externally) to provide, exchange, or verify information, answer inquiries, address issues, and resolve problems or complaints. Directs, assigns and supervises the work of others. Works under minimal direction with considerable latitude for use of initiative and independent judgment. Up to 25% in-state travel required.

Registrations, Licensure Requirements or Certifications:
Must have or be willing to obtain a Certified Texas Contract Manager (CTCM) certificate.
Initial Screening Criteria:
- Graduation from an accredited four-year college or university with major coursework in social work, public administration, emergency management, or business is preferred. Experience and education may be substituted for one another on a year-for-year basis.
- Progressively responsible work experience in case management, social work, grant monitoring, or emergency management is required.
- Experience in State of Texas government is preferred.

Job requires working beyond normal working hours, including holidays and weekends, when necessary.
