Brief Job Description:

 

The Health and Human Services’ (HHSC) Medicaid and CHIP Services (MCS) division seeks a highly qualified and motivated candidate to fill the position of Director of the Major Procurements Office (MPO).

 

MCS is driven by its mission to deliver quality and cost-effective services to Texans. The Director of the MPO (Director IV) makes a significant contribution to MCS’ mission by supporting a culture of continuous improvement through a variety of aspects related to procurement innovation and excellence.

 

Reporting to the Deputy Executive Commissioner (DEC) of Contract Management and Procurement Strategy (CMPS), the position assesses, plans, prioritizes, and performs a variety of strategic and technical activities for major procurement initiatives. The position is responsible for the development, review, and timeliness of multi-million-dollar competitive solicitations throughout their entire lifecycle and is responsible for MPO work products to ensure that they meet HHSC requirements, MPO standards, and MPO timelines. The position provides effective management and leadership to staff and requires accountability for effectively coordinating and developing solicitations. The position must remain current on all procurement and contracting policies, procedures, and theories. In addition, this position supervises and directs the work of the MPO team.

 

This position performs advanced (senior-level) managerial, consultative, and technical assistance while operating under minimal supervision with extensive latitude for use of initiative and independent judgment. Therefore, the ideal candidate will have a unique blend of analytical, critical, and creative thinking for effective execution of projects. Additionally, the ideal candidate should thrive in an environment that emphasizes independence, motivation, excellence, teamwork, and integrity. The candidate must demonstrate high professional standards, initiative (proactive approach), problem solving skills, the ability to continuously grow and learn, and the ability to respond to requests with a sense of urgency, partiality, accountability, integrity, and timeliness. The ideal candidate will need to have a strong ability to develop content for a variety of audiences, including analyzing and transforming data into clear and concise visualizations.

 

The MPO Director serves as a lead Subject Matter Expert (SME) to members of HHSC workgroups and in the development of, and presentation thereof, of materials for executive leadership, management, and staff. The MPO Director will drive organizational effectiveness and identify opportunities for improvement.

 

Success in this role requires fostering and maintaining relationships within MCS, across HHSC, and with other key external stakeholders. To achieve this the candidate must be an expert collaborator, communicator, problem solver, detail orientated, and highly organized.

 

Essential Job Functions (EJFs):

 

Attends work on a regular and predictable schedule in accordance with policy.

 

(25%) Establishes strategic goals, priorities, and measurements for determining progress for the MPO team. Directs day-to-day activities of the MPO, including overseeing business and budget functions. Provides effective leadership, management, and oversight and is accountable for the MPO team.

 

(25%) Manages the development of MPO solicitations to ensure business requirements, submission requirements, evaluation criteria, and tools are accurate, well defined, and meet the objectives of the procurement. Oversees and leads the development, review, and approval of solicitation documents for quality, consistency, and clarity. Utilizes management skills, independent judgement, initiative, and critical thinking on procurement project work plans, timelines, and the deployment of appropriate resources in solicitation development.

 

(20%) Exercises in-depth knowledge of state and federal laws, policies, and practices related to procurements. Assures timeliness, thoroughness, and quality of all aspects of the procurement process. Provides high-level technical assistance to HHSC staff regarding procurement processes and approaches. Plans, develops, and approves schedules, priorities, and standards for achieving goals and objectives.

 

(20%) Conducts risk identification and mitigation strategies for successful and timely completion of procurements. Coordinates with other State agencies as appropriate. Leads the preparation and presentation of materials for procurement briefings, executive action memos, and other procurement related documentation. Establishes processes and conducts communication with contractors, stakeholders, and the public related to complex and high-profile procurements. Ensures associated products are provided with clear, concise, and consistent information, both orally and in writing.

 

(5%) Conducts research on current best practices for solicitation development, statements of work, key performance measures, and contractual remedies. Effectively represents the MPO at business meetings, hearings, trials, legislative sessions, conferences, committees, and panels.

 

(5%) Other duties as assigned by the DEC of CMPS. 

 

Knowledge, Skills and Abilities (KSAs):

 

Knowledge of: Applicable law, standards, policies, and functions of procurement and contracting processes. Knowledge of project management theory, practice, and tools. Knowledge of the Texas legislative process.

 

Skills in: Skilled in project management approaches, tools, and theory as well as organizational planning, organizational development, and methods needed to create and administer complex projects timely. Ability to timely perform multiple tasks, assignment, projects, both independently and as directed. Ability to plan, assign, and evaluate the work of others.

 

Registrations, Licensure Requirements or Certifications:

 

Certified Texas Contract Manager or Certified Texas Contract Developer, not required upon application, but both must be obtained within one year.

 

Initial Screening Criteria:

 

Graduation from an accredited four-year college or university required, with a major course work in a field relevant to the assignment being preferred. At least five years of procurement or contract experience that includes, but is not limited to, developing procurements or contracts, evaluating proposals, negotiating contracts, amendments, renewals, or policy guidance required. In addition, prefer full-time consultative, professional, or technical work experience which includes analysis of, and solutions for, project work problems where a wide range of demands are involved. Doctor of Jurisprudence may be substituted in full for all requirements.
