The Medicaid and CHIP Services (MCS) division is seeking a Director of the Project Advisory and Coordination Team (PACT). Reporting to the Director of Strategic Business Operations, this role plays a critical part in advancing the MCS mission to deliver cost-effective, high-quality services to Texans through effective project delivery and governance.The Director provides oversight of the division’s project management and governance portfolio by leading a team responsible for supporting major and critical projects, facilitating governance processes, coordinating disaster response project management, and driving project management maturity across MCS. By standardizing practices, convening a consortium of project managers, and leveraging Smartsheet and other tools, the Director ensures consistent, accountable, and effective delivery of division priorities.
The Director is expected to operate with independence and sound judgment, approaching complex challenges with curiosity and critical thinking. This role thrives on collaboration and teamwork while holding a high benchmark for excellence in every deliverable. The successful candidate takes ownership of their work and decisions, ensuring accountability and fostering trust across the division.
Essential Job Functions
- Oversight of Critical Project Support: Lead and mentor the PACT team responsible for managing and monitoring major and critical projects across MCS. Ensure the team applies consistent project management practices to help projects meet scope, schedule, and quality objectives while providing leadership visibility.
- Governance Leadership: Direct and facilitate the division’s governance processes to provide executive visibility, promote accountability, and support timely, informed decision-making. Oversee the development and maintenance of governance dashboards, templates, and reports for leadership review.
- Project Management Maturity & Standardization: Drive the adoption of consistent project management practices across the division by setting standards, methodologies, and performance metrics. Convene and facilitate a consortium of project managers to promote collaboration, consistency, and shared learning. Guide the effective use of technology (e.g., Smartsheet) to enhance transparency, reporting, and continuous improvement.
- Team Development & Management: Provide clear direction, mentorship, and accountability for PACT staff, including high-level managers. Recruit, hire, and develop the team, ensuring they are equipped to deliver high-quality project management support across the division.
- Disaster Response (Project Management Focus): Direct the project management aspects of MCS disaster response by guiding the PACT team to deliver accelerated planning, prioritization, and organized execution of critical initiatives in support of the division’s response to the disaster. In addition, own and maintain the division’s disaster response plan as a living document, ensuring it is updated regularly and reflects process improvements and lessons learned after each event. Coordinate with program areas to align resources. May required work outside of normal business hours during disaster response events.
- Continuous Improvement: Identify and implement opportunities to strengthen project management and governance processes, ensuring transparency, consistency, and efficiency across the division.

Knowledge, Skills, and Abilities (KSAs)
Knowledge
- Project and portfolio management principles, governance structures, and organizational performance improvement.
- Health and human services programs; familiarity with Medicaid/CHIP preferred.
- Local, state, and federal laws and regulations relevant to Medicaid/CHIP programs (preferred, but project-level responsibility resides with project leads).
Skills
- Leading the management and delivery of large, complex, and critical projects.
- Facilitating governance processes and producing executive-level reports and dashboards.
- Using project management tools such as Smartsheet to support collaboration and transparency.
- Analyzing and evaluating highly complex operational and policy issues.
- Communicating effectively, both orally and in writing, with leadership, staff, and stakeholders.

Registrations, Licensure Requirements or Certifications

Initial Screening Criteria
- Bachelor’s degree in business administration, public administration, health care management, or related field.
- PMP certification preferred.
- At least 7 years of progressively responsible experience in project management, governance, or organizational leadership.
- At least 3 years of management/supervisory experience.
