Brief Job Description:
Under the supervision and direction of the Deputy Associate Commissioner (DAC) of Program Operations for Child Care Regulation (CCR) in the Regulatory Services Division (RSD), of the Texas Health and Human Services Commission (HHSC), the Director of Policy, Rules and Program Support Division provides leadership, strategic direction, and guidance to the CCR Policy, Rules and Program Support teams. This position performs advanced leadership and oversight activities by directing coordination and implementation of CCR statutory changes, rule development and implementation, policy and procedure development, and is responsible for the CLASS IT system modernization, development and implementation process that allows CCR to gain efficiencies within the system to support internal and external stakeholders. This position oversees multiple divisions performing complex administrative functions with an array of management level positions.
This position directs high-level positions including a policy manager, rules manager, and program support manager. The position oversees establishing division strategic plans, goals, and objectives, overseeing the execution of CCR policy and rule development and implementation, and establishing priorities, standards, and measurement tools for determining progress in meeting team and agency goals. The position also oversees all CCR IT liaison functions, CLASS enhancements, and technological changes.
This position must lead with an innovative mindset and must be skilled in continuous process improvement. The position establishes priorities, goals, and objectives; evaluates progress toward meeting goals; identifies problems and develops effective solutions; makes and implements plans for continuous improvement. This position will oversee the collection, organization, analysis, and preparation of reports.
The Director of Policy, Rules and Program Support must possess and be capable of highly advanced, data-driven decision making, public speaking, emotional intelligence, and the ability to develop relationships with internal and external HHSC staff, providers, stakeholders, and community leaders. The position interacts routinely with CCR direct delivery staff, CCR state office staff, CCR and RSD senior leadership, HHSC executive leadership, HHSC legal staff, other HHSC divisions, state agencies, and external stakeholders. This position also interacts with advocacy groups, elected officials, and legislative offices on behalf of the agency.
The position works under minimal supervision with considerable latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):
EJF1: Provides advanced strategic direction, overall vision, leadership, and oversight of multiple teams including Policy, Rules, and Program Support. Leads the overall strategic planning, implementation, coordination, and evaluation of programs and policies to promote effective program administration and service delivery for Child Care Regulation. Ensures implementation and attainment of program goals and objectives. (25%)
EJF2: Directs the management of the Program Support team. Provides overall vision, leadership and strategic direction in planning IT projects and identifying implementation targeted dates. Directs the overall planning, implementation, coordination, and evaluation of programs and processes to promote effective functional delivery. Works with teams to ensure implementation and attainment of program goals and objectives. (25%)
EJF3: Assesses and identifies Policy, Rules and Program Support Division needs and oversees the development of Policy, Rules and Program Support Division activities to ensure compliance with the Child Care Regulation mission and goals while identifying process improvement opportunities and solutions for change, and modernization. Coordinates and evaluates Division activities and business functions; and utilizes measurement tools for determining progress in meeting team and agency goals (20%)
EJF4: Oversees the development of internal and external written documents, reports and visual presentations ensuring quality and accountability is maintained. Provides professional oversight and guidance to other occupations or support staff, including executive and/or management-level staff, to ensure compliance with and adherence to Child Care Regulation standards and established procedures, Represents the agency at business meetings, hearings, trials, legislative sessions, conferences, and seminars or on boards, panels, and committees, represents the department by giving presentations, public speaking, providing information, and collaborating with stakeholders, other areas of the department, other state agencies, and advocacy partners. Responds to requests by legislators and other public officials upon request. Oversee the collection, organization, analysis and preparation of reports. (20%)
EJF5: Oversees, guides and provides direction, training and leadership to new and current Policy, Rules and Program Support Division staff coordinating team efforts to comply with statute ensuring program policies, standards and activities conform to federal and state requirements. (10%)

Initial Screening Criteria:
Bachelor's degree from an accredited four-year college or university or experience interpreting and implementing state or federal laws or regulations may substitute for education on a year for year basis.
A Complete and well-written application.
Experience coordinating and implementing projects using project management techniques and AGILE practice is preferred.
Experience coordinating leading projects, interpreting and implementing statute, rules, and policy is preferred.
