The Director V / Associate Deputy Chief Information Officer (ADCIO) for Administration and Finance reports to the Deputy Chief Information Officer for Administration and Finance and serves in a senior leadership role within the IT division’s Admin and Finance department. This role provides strategic leadership, operational oversight, and direct management of the Acquisition Operations section. This includes providing oversight for requisition entry, invoicing, contract management, and IT staff augmentation. The role also supports the Deputy Chief Information Officer in overseeing all aspects of Administration and Finance, including IT Budget, IT Workforce Support, and IT Strategic Initiatives. The ADCIO ensures alignment with agency goals, compliance with state and federal regulations, and the delivery of high-quality IT services to support the mission of the HHS system.
Must be willing to work onsite at an Austin, TX HHS office three (3), or more, days per week.
Essential Job Functions (EJFs):
1. Strategic Leadership & Vision (20%)
- Develops and implements short- and long-term goals, strategies, and initiatives that align with the HHSC strategic plan and IT division objectives.
- Provides vision and strategic direction for the Acquisition Operations section, including requisition entry, contract management, invoicing, and IT staff augmentation, ensuring these functions support the broader mission and goals of HHS.
- Advises the deputy chief information officer and senior leadership on strategic priorities, resource allocation, and emerging trends in IT and business operations.
2. Departmental Oversight & Collaboration (10%)
- Serves as the primary leader of the Acquisition Operations section, directly overseeing all procurement, contracting, and vendor management activities.
- Supports the deputy chief information officer in managing the Administration and Finance department, including IT Budget, IT Workforce Support, and IT Strategic Initiatives.
- Coordinates and integrates efforts across A&F sections to promote effective program administration, service delivery, and continuous improvement.
- Collaborates with other HHS program and IT division workforce members to ensure cohesive operations and achievement of IT division responsibilities.
3. Policy, Compliance & Program Administration (10%)
- Ensures all A&F activities operate within agency policies, procedures, and relevant legislation, including state statutes and professional standards.
- Reviews and interprets legislation, audit findings, and regulations pertinent to information technology, recommending and implementing necessary changes.
- Oversees compliance with procurement, contracting, and contract management policies, including quality reviews and enhanced monitoring and cybersecurity requirements.
4. Performance Management & Staff Development (10%)
- Provides effective direction, guidance, and leadership to staff, setting clear expectations and holding team members accountable for performance and program goals.
- Hires, manages, and develops staff, fostering a culture of excellence, collaboration, and continuous learning.
- Implements individualized development plans and career paths, promoting professional growth, leadership development, and credentialing (e.g., CTCD, CTCM).
- Conducts performance evaluations, disseminates management decisions, and ensures staff have the tools and information needed for success.
5. Operational Excellence & Resource Stewardship (10%)
- Demonstrates good stewardship of public resources, always upholding a fiduciary responsibility to Texans.
- Monitors ongoing activities to promote operational excellence, recommending timelines and resources needed to achieve strategic goals.
- Develops and maintains budgets, ensuring fiscal responsibility and stewardship of public resources.
- Achieves cost avoidance through negotiations, strategic contracting, and process improvements.
- Proposes and implements initiatives to improve efficiency, reduce costs, and maximize value from contracts and vendor relationships.
6. Communication & Stakeholder Engagement (10%)
- Effectively communicates policy, goals, objectives, issues, and changes to internal and external stakeholders, tailoring messages to diverse audiences.
- Establishes and maintains productive working relationships, responding to requests for information and assistance in a timely and professional manner.
- Represents the deputy chief information officer for Admin and Finance, HHSC, and the IT division at business meetings, legislative sessions, seminars, conferences, workgroups, and committees.
- Distills complex technical and business information into actionable insights for senior and executive leadership.
7. Continuous Improvement & Innovation (10%)
- Champions process improvement initiatives, adapting to changing priorities and driving transformation within the Acquisition Operations section and A&F department.
- Assesses current and historical procurement timelines, recommending and implementing strategies to reduce cycle times and improve outcomes.
- Identifies opportunities for innovation in IT procurement, contracting, and business operations, leveraging best practices and emerging technologies.
8. Section Performance (10%)
- Ensures the Acquisition Operations section meets or exceeds targets established for relevant performance measures, which may include:

- Percent of contracts with a completed initial baseline risk assessment.
- Percent of enhanced monitoring contracts compliant with requirements.
- Percent of IT contracts with a contract document and contract amendment documents uploaded in SCOR.
- Percent of contracts with a completed Contract Checklist
- Percent of IT contracts with the required vendor performance report completed.
- Percent of contracts with closeout processes completed timely.
- Percent of e-procurement requests assigned and entered within three business days.
- Percent of IT invoices submitted to Accounts Payable within 10 days of receipt.
- Percent of requests posted to the DIR ITSAC portal or bid out within three business days.

9. Attendance & Additional Duties (10%)
- Serves in the absence of the deputy chief information officer.
- Performs other duties as assigned, including providing leadership for A&F operations and supporting special initiatives, work efforts, assignments, and projects, as needed.
- Maintains regular and predictable attendance in accordance with agency policy.

Registrations, Licensure Requirements or Certifications:
Certified Texas Contract Manager (CTCM) and Certified Texas Contract Developer (CTCD) or the ability to obtain within 12 months of employment.
Initial Screening Criteria:
- Five years in a leadership role.
- Five years in a business operations role.

Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual.
