Job Description:
Director III - This position is based in Austin, Texas, and reports to the Health and Human Services (HHS) Deputy Associate Commissioner (DAC) of Facility Operations and Support Services (FOSS). The Director of Central Office Operations performs highly advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning for HHS facilities and administrative related operations. Performs complex management activities. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment. Establishes the strategic plan, goals, and objectives that will facilitate the ongoing management, reorganization, consolidation and cross-agency initiatives.
Develops departmental policy and reviews guidelines, procedures, rules, and regulations. Establishes priorities, standards, and activities. Reviews and approves budgets. Assists with the supervision of 10 field Regional Directors and 1 Austin Campus Director who all provide operational oversight over state leased and state-owned properties across the state. Assists the DAC with oversight regarding the management and delivery of specified administrative services for both administrative and client based regional field offices and Austin Campus facilities (Region 00) within the HHS Enterprise.
This includes the employment of appropriate organizational and management skills to develop and implement policies, procedures, and standards of HHS. Plans, assigns, and supervises the work of the Central Office staff and others. The position requires close coordination, cooperation and communication with system division executive staff and line managers, as well as executive and staff members of state agencies and organizations external to the HHS system. Work involves providing oversight for a high level of efficient and effective customer service provided to both regional and executive level leadership.
Essential Job Functions:
Provides direction, guidance, and assistance with all facility related operations for Regional Administrative Services (RAS) and all Region 00 Austin Campus facilities. Reviews the organizational structure and program operations of all HHS regional administrative operations with the goal of increased efficiency and cost savings.(20%)
Develops and implements techniques for evaluating regional administration activities. Plans, develops, implements, coordinates, monitors, and evaluates Regional Administration policies, procedures, operational activities, and guidelines throughout the state. Ensures compliance with laws for administrative areas by identifying any needs required to revise regional operational program areas based on statutes, guidelines, procedures or rules and regulations, regarding facility related operations. Reviews results of special investigations, internal audits, research studies, forecasts, and modeling exercises to provide direction and guidance. (25%)
Assists with the facilitation of activities of regional administration performing program activities for the Regional Administration Division. Assists with hiring, trains, develops, provides input into evaluations, and recommends personnel actions, including merits, promotions, and disciplinary actions adhering to HHSC policies and procedures. Establishes goals and objectives that support overall strategies; plans, develops, and/or approves schedules, priorities, and standards for achieving goals; and directs evaluation activities. Identifies staff development and training needs. Coordinates and directs program activities within regional administration across the state to ensure the legislative goals incorporated within the Health and Human Services Commission (HHSC) directives are fulfilled. Identifies staff development and training requirements. (15%)
Directs the preparation of Regional Administration Division budgets and human resource actions and provides approval. Directs activities of Regional Administrative Services performing program activities for the Division. Recommends staffing and funding for administrative activities in the regions. Supervises the development of potential outsourcing or privatization instruments that will result in greater efficiency and cost savings for HHSC regional administration. (10%)
Develops goals and objectives related to Regional Administration Division programs, projects, and services consistent with the division’s charter. Direct preparation of the division budgets and human resource actions and provide approval. Recommends staffing and funding for administrative activities in the regions. Under the direction of the DAC, assists with the preparation, development, review, and/or revision of legislation for the division. Directs a complaint processing system for the administration and enforcement of agency rules and regulations. Serves as Acting Director of Regional Administration in the DAC’s absence and provides temporary coverage for Regional Directors. (20%)
Presents departmental status reports and monitors cross-agency efforts. Oversees the collection, organization, analysis, and preparation of departmental reports and data required for departmental audit or review within the organization. Represents the agency at business meetings, hearings, conferences, and seminars; or on boards, panels, and committees as required as part of the regional administration activities. Implement and provides review and oversight of the DAC’s departmental long-range and short-term plans for the department.

Registration or Licensure Requirements:
Valid Texas Class C Driver’s License
Initial Selection Criteria:
Current knowledge of the HHS System and current knowledge of HHS facilities that specifically relate to Property Management Operations, HHS Financial operations, Business Supply Operations and HHS Leasing & Space processes / operations.
Management experience above the first line supervisor level (must be noted in application or resume).
Graduation from an accredited four-year college or university with a degree in Business, Finance, Property Management / Real Estate, or similarly related degree.
Experience may be substituted for education on a year-for-year basis up to four years.
Five years full-time consultative, supervisory, managerial, social service or professional work which must include:
- experience in a service delivery environment,
- experience managing building and facility leasing,
- experience working with vendors and service contracts
- experience developing and managing complex budgets.
- facility maintenance, repair, renovation, and remodeling.
Additional Information:
Regional Administrative Services responds to facility issues on a 24-hour basis and has disaster response and recovery responsibilities. Work hours may extend beyond normal business hours and include weekends.
