The Director II performs complex (senior-level) managerial work by leading the operation of the Contract Management Branch within the Mental Health Contracts Management Area, which manages a book of business that includes approximately 500 contracts valued at over $1.2 billion per state fiscal year.

Work involves establishing goals, standard operating procedures, timelines, and allocating and evaluating resources for the area's contract management and administration functions. Contract management and administration activities include, but are not limited to, understanding contract terms, assessing contract and contractor risk, establishing contract monitoring plans, monitoring and documenting vendor/grantee performance, ensuring accountability and exercising remedies if deficiencies exist, verifying invoice accuracy and authorizing payments, and completing contract closeout processes. The Director II supervises the work of Contract Management Branch staff, which includes ten and a half (10.5) full-time equivalents.

This position requires a broad working knowledge of contract management and administration, and coordinates with Behavioral Health Services Program staff, Legal Services Division, Budget and Accounting staff, Contract Development staff, and other internal and external stakeholders in the management and administration of contracts.  Work is completed under limited supervision with extensive latitude for the use of initiative and independent judgment.

 

Essential Job Functions

Provides leadership and strategic direction to unit staff within the Mental Health Contract Management Unit and directs the unit's contract management and administration functions including, but not limited to ensuring comprehension of contract terms, assessing contract and contractor risk and establishing contract monitoring plans, monitoring and documenting vendor/grantee performance, ensuring accountability and exercising remedies if deficiencies exist, verifying invoice accuracy and authorizing payments, and completing contract closeout processes, and provides job function training and technical assistance. (30%)

Directs the Contract Management Branch staff, which includes establishing goals, standard operating procedures, timelines, allocating and evaluating resources, and guiding and training unit staff members. Coordinates leadership activities supporting employee engagement, staff development, and the creation of performance data to evaluate team functions and team member performance. Provides direction and guidance to frontline staff, promoting the development and growth of future leadership staff. Responsible for selection and hiring, assigning work, completing performance evaluations, employing personnel disciplinary actions, and approving leave. (30%)

Leads the development and deployment of techniques and tools for evaluating and improving contract management and administration activities, which include accounting for legislative or agency operational changes. Prepares productivity reports, creates and reviews contract management/administration documents (e.g., deliverable and performance monitoring reports, notices of alleged noncompliance/cure notices, and contract termination letters) for accuracy and professionalism, and approves employee work products. (20%)

Makes and informs management decisions that impact statewide contract management/administration activities, and monitors the unit's deployment of agency and unit policies and procedures, identifies change needs, and makes recommendations to improve unit operations. (10%)

Represents the unit and providers leadership on committees, and engages internal (e.g., Procurement and Contracting Services (PCS), Behavioral Health Services Program, Legal Services Division, Budget and Accounting staff) and other internal and external (e.g., vendors/grantees, community members, service coordination organizations and local officials) stakeholders on efforts/initiatives supporting contract management and administration activities. Also performs other duties as assigned, which include, but are not limited to, actively participating in and/or serving in a supporting role to meet the agency's disaster response obligations. (10%)

Registrations, Licensure Requirements, or Certifications

Certified Texas Contract Manager (CTCM) or achieve within twelve months.

 

Initial Screening Criteria

Bachelor’s degree from an accredited four-year college or university with a major in business, public administration, human services, or a related field. Experience and education may be substituted for one another.

Experience communicating and working effectively with staff at all levels of an organization.

Experience assessing contract and contractor risk and establishing contract monitoring plans, monitoring and documenting vendor/grantee performance, ensuring accountability and exercising remedies if deficiencies exist, verifying invoice accuracy and authorizing payments, and completing contract closeout processes.

Three years of experience in compiling and analyzing financial and programmatic data and managing multiple and competing priorities in an environment of change.

Experience with computer software applications.
