Brief Job Description:
The Director of Procurement Financial Services (Director) is selected by and accountable to the Deputy Associate Commisioner for Major Procurement Support within the Procurement and Contracting Services Division. The Director performs highly advanced oversight duties under limited direction with extensive latitude for the use of initiative and independent judgment. The Director supervises and regularly directs the work of Financial Analysts. The position also serves as the primary liaison to provide financial, managerial, and technical assistance to various HHS divisions. The Director advises HHSC in contractual compliance matters related to medium and large procurements and may also particpate in the negotiation of contracts that bind HHSC on significant financial matters.
Duties include:
Establishing priorities for use of HHS resources related to financial payment mechanisms and financial requirements of medium and large procurements; and establishing financial policies and reports in accordance with federal, state, and internal requirements related to the medium and large administrative contracts.
Establishing priorities for use of funding by all HHS agencies; planning short and long-term business objectives, organizing and directing programs to monitor financing of agency operations, developing financial criteria and financial reports in accordance with federal and state requirements. Negotiates procurement financial terms and conditions.
Developing financial procurement policy; reviewing procurement guidelines, procedures, and regulations; and establishing priorities, standards, and measurement tools for determining progress in meeting planned objectives that utilize federal and state funding.
Meeting with local, state and federal officials and acting as liaison relating to maximizing public funds; reviewing, analyzing, and responding to budgetary inquiries from the legislature; establishing division priorities and workload management processes including financial procurement policies, procedures, and tracking methodologies.
Representing or assisting with the representation of HHSC at public hearings, meetings, and other events; and serving on interagency and/or intra-agency workgroups to coordinate and develop HHS policy initiatives.
This position is required to come into the office at least three days per work week. Telework availability is subject to agency policy and procedure.
Essential Job Functions
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Acts as managing Director for the formulation, development and implementation of fiscal policies and financial provisions related to intermediate and large size procurements, including evaluating bids and proposals, negotiating contracts, developing contract cost pricing workbooks and final payment schedules, and writing contractual language related to financial components of the contracts. [50%]
Manages the daily operations of the procurement financial services (PFS) team to obtain complex services using the most applicable and cost-effective financial and purchasing methods based on laws, rules, policies and established guidelines. Plans, assigns and supervises the work of assigned staff to ensure that administrative needs and complex services requested by HHS agencies are procured in a timely, efficient, effective and ethical manner. Plans, develops and approves schedules, priorities and standards for achieving goals.[30%]Serves as a liaison with legislative officials, state and federal agencies, and executive staff to coordinate complex financial and other budgetary issues related to HHS. Provides guidance to HHS staff in the development and integration of new cost accounting methods and procedures. Provides sound advice to programs executive management and other key staff on all aspects of procurement and contract financial terms and conditions. Provides guidance to third party vendors, program staff, legal counsel and management on financial technical questions as well as on regulatory compliance with applicable federal and state laws, statutes, regulations, provisions and rules. Reviews and uses enacted legislation, both federal and state, as well as agency and state contract and procurement guidelines and regulations in the day-to-day decision making on current solicitations or contracts; Establishes and maintains excellent partnerships with all stakeholders, internal and external; Serves as a Subject Matter Expert (SME) on agency workgroups to coordinate and develop HHS policy initiatives related to major procurements. Works with Deputy Associate Commissioner of Complex Procurements to develop portfolio management strategies and identify process efficiencies. Performs other duties as assigned, such as participating in or providing support to meet the agency’s disaster response and recovery obligations or Business Continuity Plan activation. Supports Historically Underutilized Business (HUB) outreach and participates in procurement related events. [5%]

Licensure, Certification or Registration Required:
Certified Texas Contract Developer (CTCD) certification must be obtained within 6 months of hire.

Initial Selection Criteria:
Three (3) or more years’ experience managing financial analysts or other professional staff in a procurement or similar environment preferred.
Five (5) or more years' experience managing complex, or IT, procurement projects required.
Graduation from an accredited four-year college or university with a degree in public policy, public administration, social work, law, or a related field is preferred. Experience may substitute for education on a year-for-year basis.
