Job Description:

 

Performs highly advanced (senior-level) managerial work providing direction and guidance to purchasing teams. Work involves establishing strategic goals and objectives related to purchasing and procurement functions. Oversees the purchase of goods and services ensuring compliance with state and federal laws, HHSC policies and procedures, and Historically Underutilized Business (HUB) requirements. Oversees the development of procurement guidelines, policy and procedures, rules, and regulations in accordance with state and federal laws. Establishes priorities, standards, and measurement tools for determining progress for meeting goals. Plans, assigns, and oversees the work of others. Trains others. Serves as lead of the Food/MIMS team. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment following HHSC and PCS policies and procedures, and laws governing state purchasing.

This position reports to the Director of Construction, Building Maintenance, Food and MIMS in the Procurement and Contracting Services division.

This position is required to come into the office at least three days per work week. Telework availability is subject to agency policy and procedure.

 

Essential Job Functions:   

 

Attends work on a regular and predictable schedule in accordance with agency leave policy.

(45%) Manages the daily operations of procurement teams to obtain goods and services using the most applicable and cost-effective purchasing methods based on laws, rules, policies and established guidelines. Plans, assigns, and supervises the work of assigned purchasing staff to ensure that administrative and client goods and services requested by HHS agencies are procured in a timely, efficient, effective, and ethical manner. Assists in drafting competitive specifications for commodities and services. Plans, develops, and approves schedules, priorities, and standards for achieving goals.

 

(25%) Provides direction and guidance and recommends effective strategies to resolve issues or trends related to procurement and contracting services. Identifies purchasing related issues and works with purchasers, management, requesters, subject matter experts, other agency staff, and stakeholders to manage and resolve issues; responds to phone and e-mail inquiries from requesters and other staff regarding purchasing in a timely and customer service-oriented manner. Analyzes information to keep management informed.

(20%) Oversees staff development plans, performance, and activities. Develops and oversees performance measures to ensure procurements are processed in a timely, efficient, and effective manner and in accordance with state and federal laws. Monitors team output to ensure timely completion of work and compliance with applicable laws, rules, policies, and established procedures. Analyzes information to keep management informed.

(10%) Supports Historically Underutilized Business (HUB) outreach and participates in procurement related events. Performs other duties as assigned, such as participating in or providing support to meet the agency’s disaster response and recovery obligations or Business Continuity Plan activation.

 

Registrations, Licensure Requirements or Certifications:

 

Certified Texas Contract Developer (CTCD) - certification must be obtained within 6 months of hire. CTCD certification preferred.

Initial Screening Criteria:

 

Three (3) or more years progressive experience in procurement is required. A minimum of two (2) years of which must demonstrate progressive experience with procurement methods such as Request for Proposal (RFP), Request for Qualifications (RFQ) or Invitation for Bids (IFB).  Two (2) years of supervisory or team lead experience is required. Experience with the use of automated systems/databases is preferred. Experience with Texas SmartBuy/Managed Term, TxMAS contracts or Group Purchasing Organization procurements preferred. State of Texas agency experience is preferred. Experience with the purchase of food is preferred.
