Brief Job Description:
This posting is for the Director of Family Health Services (FHS) Contract Oversight and Support (COS). The position reports to the Associate Commissioner (AC) of FHS Business Operations.
FHS COS is the division within FHS that maintains and supports FHS’s contracting framework by ensuring FHS has informed processes and resources, managing risks, and ensuring integrity and compliance.
The Director performs advanced (senior-level) managerial work overseeing the daily operations and activities of the COS team. FHS COS duties include procurement project management; quality assurance reviews and reporting; establishing and maintaining FHS division guidelines based on sound contract management principles; training and supporting contract staff; performing quality assessments; and collaboration and technical assistance as contracting subject matter experts. The Director of FHS COS has considerable latitude for the use of initiative and independent judgment. The Director establishes the unit’s strategic plan, goals, and objectives in alignment with organizational priorities; formulates comprehensive program and unit guidelines, policies, and procedures; and implements tools to monitor and measure unit effectiveness.
This position also acts as a senior adviser to the AC of FHS Business Operations.
Essential Job Functions (EJFs):
Provides effective leadership, direction, and oversight of the FHS COS section. Uses established leadership strategies to provide guidance and direction to staff, including supervising the work of others and managing teams.
Develops program goals, strategies, and initiatives for the FHS COS section in accordance with HHSC mission, vision and goals. Identifies initiatives and works with department leadership to improve the efficiency and quality of services delivered. (25%)
Manages and coordinates day-to-day FHS contracting oversight, including but not limited to the coordination of contracting work with program areas to provide innovative solutions for complex issues which have a direct impact on clients and service providers, procurement project management, department-level contracting compliance and oversight, contracting policy and procedure development and review, technical assistance, contracting training, quality assurance reviews of procurement and contract documents and files, and reporting. (25%)
Represents FHS on workgroups, committees, and other collaborative efforts, ensures FHS’s interests are clearly communicated, and briefs FHS leadership regularly on developments and decisions related to this representation (20%)
Establishes an operational framework for compliance and performance management that considers applicable laws, rules, policies, and HHSC business planning practices. Implements a quality assurance system to ensure consistent high-quality, timely work.(15%)
Reviews internal reports, presentations, and official communications to provide substantive and quality review and feedback (10%);
Directs, plans, and assigns work and supervises section staff and functions, including communicating direction, operations updates, objectives, and other relevant information to COS staff on behalf of executive leadership, and performing other work as directed. (5%)
Knowledge, Skills and Abilities (KSAs):
Knowledge of: the Health and Human Services system, agencies, and programs; legal and legislative processes; business and management principles involved in strategic planning, performance measurement, and process improvement; and business operations, including accounting and budget, human resources, information technology, procurement and contracting.
Skill in: working with staff with a diverse set of skills, education, and experience; planning, organizing, and managing a team; analyzing data and other information; communicating orally and in writing; supporting executive decision-making; establishing and maintaining effective working relationships; handling multiple projects and meeting tight deadlines; and understanding and solving complex problems.

Registrations, Licensure Requirements or Certifications:
Certified Texas Contract Manager (CTCM) required. If the selected candidate does not have a CTCM, they must acquire one within six months of hire.
Initial Screening Criteria:
Experience in the Texas health and human services system, with a minimum of 3 (three) years working with contract development or contract management. Supervisory experience preferred.
