Brief Job Description:
Under the Direction of the Regulatory Services Division Associate Deputy Executive Commissioner, the Deputy Associate Commissioner – Regulatory Operations participates in the development and communication of the strategic direction for operations support. Effectively communicates that vision with health and human services system leadership and staff, elected officials and other stakeholders. The Deputy Associate Commissioner is responsible for directing the day-to-day operations of budget, procurement, contracting and workforce support; data management and analysis; cross-division coordination, employee engagement and stakeholder relations; and strategic coordination and special projects. The Deputy Associate Commissioner leads the department with integrity and transparency and works closely with leadership, identifying risks and other areas for improvement. The Deputy Associate Commissioner must have a deep understanding of regulatory best practices and processes, a demonstrated ability to work with other state and federal regulatory programs, and skill implementing innovative approaches that provide quality, consistent, efficient, and accountable support to staff in the Regulatory Services division. This position works under limited supervision, with considerable latitude for the use of initiative and independent judgement.
Essential Job Functions (EJFs):
EFJ 1 (30%) - Manages resources of the department to achieve goals and objectives in a fiscally responsible manner. Provides leadership in the development of the Regulatory Operations department's legislative appropriations request and responses to legislative and other stakeholder inquiries. Oversees the development of strategies for effectively managing legislative affairs for the division. Coordinates bill analyses, cost estimates and other written information requested by legislative offices. Is responsible for internal budget development, monitoring contracts, expenditures and reporting to ensure accountability for program areas. In consultation with division executive leadership, makes recommendations on overall division budget strategies. Leads the compilation, review and submission of quarterly division LBB Performance Measures. Develops and maintains an appropriate organizational structure that supports the needs of the division’s program areas. Assesses needs and provides strategic leadership on using and analyzing data gathered by the division to further the division’s mission. Collaborates with division and HHSC IT staff to ensure delivery of IT systems to meet division business needs.
Able to represent the Regulatory Operations in hearings, as necessary. Makes decisions on budget and staff allocation for regulatory functions and advises the Associate Deputy Executive Commissioner on the status of programs. Makes recommendations for effective and efficient use of resources.
EFJ 3 (25%) - Serves as advisor to the Regulatory Services Associate Deputy Executive Commissioner, providing counsel and recommendations to improve division operations. Participates in the development and communication of the strategic direction for the Regulatory Operations department and helps effectively communicate the RSD vision, which is consistent with the agency’s strategic plan. Provides leadership to the management team and monitors progress in achieving desired results. Provides overall program vision, leadership and strategic direction to the department including managing, planning, implementing, coordinating and evaluating regulatory functions and policies to promote effective program administration and service delivery.
EFJ 4 (15%) - Implements the strategic vision for the Regulatory Operations department. Creates systems and processes which facilitate accountability. Provides objective feedback to all stakeholders on progress toward achieving the desired goals and objectives. Evaluates techniques and approaches, identifies emerging trends to determine and implement appropriate strategies. Oversees compliance with federal and state law and strategic goals and ensures implementation of RSD goals and objectives. Reports findings and recommendations for improvements to leadership. Directs and evaluates department performance and makes appropriate recommendations for policy and process improvements to assure attainment of established goals and objectives.
EJF 5 (15%) Hires, manages and develops staff, and recommends appropriate personnel actions to foster a fair, honest and equitable work environment. Provides direct reports with work assignments, clear direction and information on responsibilities and work performance expectations. Develops work performance plans and conducts performance evaluations at least annually. Oversees the development and advancement of subordinates through training and effective use of employee development strategies. Disseminates information and management decisions to staff regarding relevant departmental activities. Works within agency constraints to provide staff with tools and information needed to carry out their responsibilities and to succeed in their work. Reviews and approves leave and carries out other expected human resources activities with direct reports. Develops and maintains an appropriate organizational structure that supports the needs of the division’s program areas.
EFJ 6 (10%) - Leads the development of partnerships with internal and external stakeholders. Collaborates with the Associate Commissioners and other colleagues. Promotes partnerships by encouraging stakeholder collaboration and participation in opportunities to define desired outcomes for the Regulatory Operations department. Represents leadership on workgroups, hearings, conferences, committees, and meetings. Works cooperatively and collaboratively to build effective business relationships with other HHS agency officials, associations, legislative offices, and other federal and state agencies.
EFJ 7 (5%) - Performs other duties as assigned.
Knowledge, Skills and Abilities (KSAs):
Proven leadership and demonstrated management skills of programs and issues involving diverse staff and stakeholders.
Successful experience in applying leadership principles and techniques.
Knowledge of state and federal laws, regulations, policies, rules and requirements affecting operations of the Regulatory Services Division.
Knowledge of regulatory programs and policy planning, development, implementation, and evaluation.
Knowledge of the legislative process.
Knowledge of contract management.
Knowledge of state government financial analysis (budget preparation, forecasting, analyzing data, monitoring state agency operating budgets) and/or preparing financial / budget reports for leadership.

Initial Screening Criteria:
REQUIRED:
Graduation from an accredited four-year college or university.
A minimum of 5 years’ experience in an operational or administrative management role.
A minimum of 5 years’ experience managing complex budgets and related functions, including performance measures/indicators and contracts.
A minimum of 5 years’ experience in public administration (development/implementation of government policies), including legislative processes and rule coordination.
A minimum of five years supervising and managing professional staff.
A minimum of three years’ experience managing complex initiatives impacting multiple units, departments, or divisions.

MBA or MPA
A minimum of five years of progressively responsible experience in a government regulatory field.
Experience within HHS system in a regulatory capacity.
