Under the general supervision of the Branch Manager in the Public Health Applications Division of Texas Health & Human Services (HHS) IT, serves as a Senior Database Administrator performing highly advanced (Senior-level) database administration work. Work involves providing for efficient and effective storage, retrieval, customization, and archiving of data to ensure integrated database systems. The Database Administrator will ensure that data is available to users; data remains consistent across the database; is clearly defined and there is provision for data security and recovery control (ensuring all data is retrievable in an emergency), maintain the integrity, performance and security of the databases of many SQL application databases, Mongo DB and PostgreSQL Database. This Database Administrator is responsible for the maintenance, administration, and performance of databases including SQL server. The DBA is a key player in maximizing database performance. Main responsibilities are keeping the databases up and running all the time. Ability to do DML and DLL script deployments to various environments. Daily monitoring of the applications for their uptime, and error resolutions. This position provides product and/or process expertise necessary to support design, development, testing and execution of solutions, utilizes business and technical knowledge of server platforms/operating systems to develop and support data, databases or vendor products, implements data monitoring solutions to monitor the database performance and evaluate complex information coming from a variety of sources, develops and implements data validation processes, works under minimal supervision, with extensive latitude for initiative and independent judgement, performs advanced analysis and design duties, maintains an understanding of how technology can enhance and offer a range of solutions for continual improvement of processes in order to increase business value and/or improve efficiencies. Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Work outside of regular hours may be required.
Must be willing to work onsite at an Austin, TX HHS office three (3), or more, days per week.

Essential Job Functions (EJFs):
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
- (40%) Coordinates the installation of database software and migrations to new data management system software levels and ensures that migrations are appropriately tested and validated. Coordinates and provides application and database operations triage support to troubleshoot and resolve functional and performance issues encountered in production, development and test environments. Provides advanced database development and oversee modifies and/or maintains database structures. Performs logical and physical data modeling, evaluates relational database models, and reviews physical data models created from logical data models. (40%)
 - Plans and databases, as well as in troubleshooting any issues on behalf of the users. Knowledge and experience in development and maintenance of PostgreSQL databases. Installing and configuring PostgreSQL databases, ensuring security through access control and auditing, maintaining performance through tuning and monitoring, and managing data integrity with regular backups, disaster recovery plans. Collaborate with developers on database design and feature implementation, maintain documentation, and provide technical support for database-related issues. Communicate regularly with technical, applications and operational staff to ensure database integrity and security. Control access permissions and privileges. (30%)
 - Make requested changes, updates and modifications to the database structure and data to ensure security, integrity, stability and system availability. Prepare regular reports to summarize all database operating issues and appropriate resolutions. (10%)
 - Maintain database backup and recovery infrastructure. (10%)
 - Assists in developing strategic plans. Assists in developing agency data processing plans, budgets and justification. May prepare management level reports, such as priority lists, quarterly reports, and operating plan. Advise management of the status and progress of projects and other tasks being conducted. (5%)
 - Other duties assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. (5%)
 
Knowledge, Skills and Abilities (KSAs):
- Knowledge of cloud database management, SSIS, SSRS, SSAS – SQL server integration.
 - Advanced skill with SQL server administration functions
 - Skill with SQL performance tuning and optimization
 - Skill with SQL high availability and disaster recovery
 - Skill with SQL database security, SQL scripting and automation, monitoring and alerting
 - Skilled with PostgreSQL
 - Skilled in MongoDB administration, replication and sharding, Experience in complex enterprise level deployments, and providing top-tier support.
 - Ability to complete performance tuning, high availability, large scale production environment monitoring and maintenance.
 
Registrations, Licensure Requirements or Certifications:
Certification in Mongo DB or PostgreSQL preferred.
Initial Screening Criteria:
- A bachelor’s degree in a computer-related field, computer science or information technology, is required.
 - A master’s degree in a computer-related field is preferred.
 - 3 to 5 years of experience in specific database software including one, or more, of the following is required: SQL, Microsoft Azure, MongoDB, PostgreSQL.
 - 3 to 5 years of hands on work experience experience as a Database Administrator is required.

Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual.
