Data Base Administrator II reports to Data Management Unit director and is responsible for managing and optimizing data infrastructure within the Office of Data Analytics and Performance (ODAP). This role supports core business functions such as data integration, performance optimization, security, backup and recovery, and compliance with data governance policies. The DBA II collaborates with cross-functional teams to ensure the reliability, availability, and integrity of HHSC's data assets.
Essential Job Functions
EJF. 1: Develops, maintains, and enhances Extract, Transform, and Load (ETL) processes for data ingestion and integration. Ensures seamless data flows between operational and analytical systems. Troubleshoots ETL issues and optimizes processes for efficiency. Ensures compliance with federal and state regulations and HHS policies. Supports the implementation of data governance frameworks and best practices. Maintains accurate metadata and data lineage documentation. (20%)
EJF. 2: Monitors and fine-tunes database performance, including query optimization and indexing. Analyzes system performance metrics and recommends improvements. Works with developers to optimize SQL queries and database design. Manages and maintains database storage structures and capacity planning. Monitors system health and database performance proactively. Works with IT and its vendors to apply patches and updates to database software as needed. (20%)
EJF. 3: Implements and maintains data validation, cleansing, and standardization techniques. Collaborates with data owners to enforce data integrity constraints. Identifies and addresses inconsistencies, anomalies, and redundancies in datasets. (20%)
EJF. 4: Manages database security, including user roles, permission, and authentication controls. Conduct periodic security audits and implements access policies. Ensures compliance with HHSC security standards and data protection regulation. Develops and maintains database backup and disaster recovery strategies. Performs routine backup and restoration tests to validate data integrity. Ensures minimal data loss and downtime in the event of a system failure. (20%)
EJF. 5: Provides database support for reporting and business intelligence tools. Assists in data extraction, transformation, and loading for analytics teams. Optimizes data structures to enhance report performance. Maintains comprehensive documentation for database systems, configurations, and procedures. Develops training materials and provides guidance to end-users and technical teams. Status updates on emerging database technologies and industry best practices. (20%)
Knoweldge, Skills, and Abilities:
Knowledge of the various Texas Health and Human Services (HHS), with special focus on Medicaid and CHIP, including state and federal laws, rules, funding, eligibility requirements, services, policies, procedures and operations.
Knowledge of the principals, practices and techniques of database design and development, database structures and theories, and current database technologies.
Proficiency in SQL scripting, query optimization, and data modeling.
Understanding of database security best practices and compliance standards.
Strong analytical and problem-solving skills.
Effective communication and collaborations skills.
Knowledge of current data analytics tool and practices.
Skills in the use of desktop computers running Windows OS and MS Office.
Skills in the use of database management systems, such as MS SQL Server, Oracle, and Snowflake.
Ability to manage and coordinate multiple activities in different projects.
Ability to clearly communicate complex concepts, both verbally and in writing, to audiences with a wide range of backgrounds, experiences and expertise.
Ability to train staff in the use of database client tools.

Initial Screening Criteria:
Bachelor's degree in computer science, Information Technology, Data Management, or a related field.
Minimum of two years of work experience in database administration.
Minimum of one year of experience in ETL management.
Minimum of one year of experience in database user management.
