Brief Job Description: 

Works under the general supervision of the IDD Behavioral Health Services Software Applications Manager or their designee. Performs moderate to advanced work in providing for the effective and efficient storage, retrieval, customization, and archiving of data by managing diverse data sets to ensure an integrated database system for the Behavioral Health Services portfolio. Performs logical database administration duties such as creating and maintaining tables, procedures, indexes, keys, and triggers. Designs, maintains, schedules and monitors production reports that run with specific job schedulers in the database environment and other needed functions. Work may involve the coordination of a group of developers who are assigned analytical and programming components of the database environment. Works under supervision with latitude for the use of initiative and independent judgment. This position is classified as a full-time position (40 hours a week). Work outside of regular hours may be required. Travel to other work locations may be required. Performs other duties as assigned.   

 

Essential Job Functions (EJFs): 

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.   

  1. Coordinates with application development and support teams to ensure their needs are met from a database perspective. Participates in the planning, design, administration, operation, monitoring, maintenance, user security, archiving, and system parameters setting for Production reports. Backup, restore, and recover tasks also apply to Development or Test Databases. (20%)  

  1. Setup views, roles, stored procedures, and database links to allow use of databases while preserving data integrity and maintaining security within established policies, regulations and guidelines. Assist, help, and resolve problems for other groups. (25%)  

  1. Administers assigned division agency data warehouse. Analyzes and evaluates requests for new or modified reporting needs to determine feasibility, cost and time required, compatibility with current system, and computer capabilities. Consults with customer to identify current operating procedures and clarify objectives. Formulates plan outlining steps required to develop program and submits plan to user for approval.  (25%)   

  1. Evaluates users' requests for new data elements and systems and incorporates into existing shared data environment. (20%)

5. Develops and maintains expertise in database management software and performance management tools necessary to meet the needs of the division. This includes staying current on the latest technology updates and development techniques for the area(s) of responsibility. Provides technical assistance to other systems personnel as required.  (5%)  

6. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. (5%) 

 

Knowledge, Skills and Abilities (KSAs): 

Knowledge of the principles, practices, and techniques of computer databases, programming, and systems design; of computer operations, systems, and procedures; of project control and cost estimating techniques; of computer database application systems; of computer programming languages; of data processing flowcharting techniques; of database structures and theories; of current database technologies; and of data analysis and evaluation techniques. 

Knowledge of and familiarity with the Visual Studio development suite. 
Knowledge of Project Management tools such as MS Azure DevOps, MS Team Foundation Server, or similar. 

Knowledge of Enterprise Reporting solutions like Power BI, SSRS. 

Skills in complex problem solving and critical thinking, and in the use of a computer and applicable software. 

Skills in database management systems such as Oracle, SQL Server and other RDMS. 
Skills in common practices and techniques for the electronic exchange of data using ETL tools such as Informatica, Oracle Data Integrator, and other standard tools. 

Skills in report development, management and integration with applications. 
Skills in testing principles and methodologies. 

Skills in working collaboratively with application and database developers. 
Skills in planning, scheduling, and prioritizing work assignments. 
Skills in written and verbal communications. 

Ability to analyze problems, find root cause and develop efficient solutions to correct the problems.

Initial Screening Criteria: 

Graduation from an accredited four-year college or university in Software Engineering or Computer Science. May substitute direct work experience on a year-for-year basis. Minimum of 3 years’ experience as an Oracle Database Administrator/Developer or similar job function.   

 

Additional Information: 

Available for Hybrid for telework but required 3 days in the office per week.
