Data Support Analyst (Data Analyst IV)

   

Job Description:

The Data Support Analyst (Data Analyst IV) provides key system support, data analysis and reporting functions for the Fraud Analytics and Data Operations (FADO) Division of the Office of Inspector General (OIG). This position is supervised by and reports to the Director of Data Research & Support and works under general supervision with limited latitude for the use of initiative and independent judgment. The Data Research Analyst is responsible for performing complex (journey-level) data analysis, system support and technical assistance work.  Work involves planning, developing, coordinating, and implementing data analysis and reporting functions to support program systems, investigations, inspections, and audits related to suspected fraud, waste and abuse. This position is responsible for administration and analysis support for OIG systems, as well as developing and presenting analytic products tracking trends and patterns and identifying anomalies in datasets. preparing a variety of reports, studies, and data products which contain analyses of health and human services data, the methods and procedures used, and the relevant sources referenced and must ensure all findings are complete and accurate, and compiled in a timely and organized manner.  This position works closely with other OIG units to support, define and develop the data systems necessary to fulfill the functions of program. 

 

Essential Job Functions:

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs duties as assigned:

1. Performs system administrative and data analysis support for OIG systems, including development of reports and metrics.   (35%)

 

2. Plans and conducts advanced research and data analysis on the agency’s programs. Develops and implements research methods and analytical procedures; assesses validity of data methods and/or procedures for appropriate application; applies advanced analytical methods to all related data sources; and assists in coordination of project design, planning, analysis, and reporting on all assigned projects. (25%)

 

3. Effectively communicates verbally and in writing data research analysis reports and findings to internal and external entities. Provides consultation and assistance to Investigators, Auditors, and Inspectors in developing methods and strategies for effective reporting of data and analysis. Provides for testing and evaluation of newly developed knowledge, methods, and techniques. (25%)

 

4. Serves as liaison to other state agencies, licensures boards, and federal agencies regarding Medicaid provider fraud, waste and abuse investigations, audits and inspections; interprets program policies, standards and procedures, conducts training workshops, participates in joint investigations, and provides advice and recommendations. (10%)


5. Performs other duties necessary to achieve the mission of the Office of the Inspector General. Statewide travel of about 5% may be required. (5%)

 

 

Registrations, Licensure Requirements or Certifications:

None.  

 

Knowledge

Skills Abilities:

Knowledge of state and federal laws and regulations pertaining to Medicaid and other public assistance programs.

Knowledge of state and federal requirements for identification, prevention and reporting of fraud, waste and abuse, including investigative principles, techniques, and procedures of the laws governing the activities regulated by the agency and rules of evidence.

Knowledge of or familiarity with social science research methods, statistical techniques, mathematics, rules-based logic, and their application to research analysis.

Skill in using formulas and manipulating large databases in EXCEL, Access or other spreadsheet software.

Skill in using Statistical Analysis Software (SAS), certifications preferred.

Skill in graphical and tabular presentation of data (Tableau preferred).

Skill in verbal and written communications, including clear communication of complex data findings and methodologies.

Skill in managing multiple and competing priorities.  

Skill in working collaboratively and cooperatively with diverse groups

Ability to work across departments and/or agencies, and to communicate effectively with team members.
Ability to exercise independent judgment, prioritize task, work under time constraints and show initiative.
Ability to manage, manipulate and analyze complex databases.

Ability to develop and interpret statistical data charts and tables.

Ability in conducting investigative analysis; interpreting and applying laws and regulations; conducting interviews and gathering facts; evaluating findings; and preparing accurate, complete and concise reports.

Initial Screening Criteria:

Graduation from a four-year accredited college or university with major course work in data science, business analytics, computer science, computer information systems, management information systems, accounting, finance, mathematics, statistics, economics, or an acceptable field is preferred.

Experience with data analysis, research, compilation, collection, and dissemination of large datasets is preferred.

Experience using analysis tools such as Business Objects, SAS, SQL, MS Access, and/or other statistical and database management software is required.

System and/or technical support experience is required.

Experience and education can be substituted on a year for year basis.
