Brief Job Description:

The Delivery System Quality & Innovation (DSQI) Unit within the Medicaid CHIP Services (MCS) Office of Quality and Program Improvement seeks a highly qualified candidate to fill the position of the DSQI Data Strategy Manager (Data Analyst V). The DSQI team develops and implements quality improvement programs, provides technical assistance to stakeholders to increase the adoption of best practices, and evaluates the effectiveness of quality programs and interventions.

The DSQI Data Strategy Manager reports to the DSQI Director, working under limited supervision with extensive latitude for the use of initiative and independent judgement. This position is part of the DSQI leadership team and will regularly collaborate with the other DSQI managers on strategic team planning. This position will supervise staff.

The DSQI Data Strategy Manager will lead the DSQI team’s data management and analytics strategy. Responsibilities include developing and overseeing the overall strategy for data collection, management, analysis, and visualization for DSQI’s initiatives, such as Texas’ directed payment programs and the Maternal Opioid Misuse Model; developing and managing a new Microsoft Dataverse with integrated Power Apps; and developing reporting and data collection templates using Microsoft Excel. The Data Analyst V will provide guidance and direction to team members responsible for data collection, data analyses and visualization; develop and manage technical assistance activities and resources for providers; work with stakeholders to advance identified quality goals; and serve as a subject matter expert on data analyses and findings.

The DSQI Data Strategy Manager must have strong leadership, critical thinking, and communication skills; advanced data management and analysis capabilities; expertise in using software tools in the Microsoft Power Platform and Microsoft Excel. The Data Analyst V must have a deep understanding of Medicaid programs and health care quality improvement to inform their data strategy approach and a commitment to achieving excellence in healthcare service delivery. Essential Job Functions (EJFs):

EJF 1 Strategic Planning (25%)

  • Establish strategic direction for data management and analytics to best support DSQI’s initiatives.
  • Monitor progress on implementing strategy and update as needed.
  • Consult internal and external stakeholders to identify user data needs to inform the overall data management and analytics strategy.

EJF 2 Data Management and Analytics (25%)

  • Manage DSQI’s data collection, analysis, and visualization processes.
  • Design a Microsoft Dataverse with integrated Power Apps for quality data monitoring, analysis, and evaluation.
  • Query and analyze data using standard statistical tools, methods, and techniques, and coach staff in these processes.
  • Make data-driven recommendations for DSQI’s initiatives.

EJF 3 Staff Supervision (25%)

  • Manage the day-to-day activities of two staff, setting clear performance expectations, providing direction and resources to empower staff in producing high quality work.
  • Conduct regular performance evaluations, offer constructive feedback, and identify opportunities for professional growth within the team.

EJF 4 Program Planning & Team Leadership (15%)

  • Collaborate with the DSQI management team to establish strategies, priorities, goals, and objectives for the DSQI team.
  • Mentor and guide DSQI team members who are responsible for data collection, analysis, and visualization, fostering a collaborative and supportive work environment.
  • Stay current with federal and state Medicaid regulations relevant to current data analysis projects.
  • Serve as a point of contact during audits and reviews, facilitating communication and providing necessary documentation.

EJF 5 Communications and Stakeholder Engagement (10%)

  • Review and draft written documents ensuring professional quality and appearance, appropriate content, consistency, accuracy, and clarity.
  • Review, draft, and provide presentations to agency leadership and external stakeholders. Serve as agency spokesperson in matters related to DSQI initiatives.
  • Foster effective communication between the DSQI team and other HHSC departments.

Knowledge, Skills and Abilities (KSAs):

  • Knowledge of data table design and analytic methods.
  • Knowledge of health care quality improvement, including health care quality metrics and common data sources used for health care quality performance monitoring and analysis.
  • Knowledge of key concepts of health care delivery system reform, alternative payments models, or population health.
  • Knowledge of federal and state Medicaid and CHIP programs, services, and requirements.
  • Skill in developing data collection and reporting templates using Microsoft Excel.
  • Skill in using software tools, such as the Microsoft Power Platform, to design data tables for monitoring and analysis.
  • Skill in managing large datasets and conducting data analysis and visualization.
  • Skill in project management.
  • Skill in critical thinking and developing creative, workable solutions to complex problems and policy issues.

Initial Screening Criteria:

Work experience in a field related to health or human services data analysis, quality performance measurement, or research. Graduation from an accredited four-year college or university with major course work in a relevant field such as public health, public administration, public policy, sociology, social work, statistics, or research methods. Experience in the management of a business function, division, or department.

Master’s degree with course work in a field relevant to public health, public administration, public policy, sociology, social work, statistics, research methods, or another related field is preferred. Expertise with Microsoft Power Platform and Microsoft Excel preferred.
