The State Hospital System (SHS) Data Performance Specialist position performs advanced consultative, technical, and analytical work in support of state hospital performance measurement systems, Electronic Health Record (EHR) quality assurance, data integrity, and reporting. Work involves gathering and evaluating data, reviewing program functions, developing and implementing improvements, and collaborating across departments to ensure regulatory compliance and operational efficiency. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.
Performs other duties as assigned. Other duties as assigned include actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
Essential Job Functions (EJFs):
Attends work on a regular basis and may be asked to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned.
Provide advanced and highly complex technical assistance in the collection, extraction, and transmission of monthly performance data to the National Research Institute (NRI) to fulfill Joint Commission ORYX and Hospital-Based Inpatient Psychiatric Services (HBIPS) reporting requirements across ten state hospitals. Performs data reviews on the NRI reports in coordination with the state hospitals. Performs data integrity reviews on all state hospitals to validate existing performance measures as determined by executive leadership. 20%
Collectively collaborates and performs special analyses as needed by state hospital senior management and executive leadership by clarifying data needs, identifying and gathering source information, aggregating and analyzing findings, and presenting results in practical formats such as slide presentations, tables, charts, flowcharts, and diagrams. 20%
Develop and sustain a comprehensive understanding of analytics production processes, program policies, procedures, and standards to provide operational support during staff shortages or periods of increased demand and engage with public and private agencies to address program challenges, assess training requirements, and evaluate overall program performance to support continuous improvement efforts. 15%
Implements, maintains, and analyzes the quality of the Electronic Health Record (EHR) system by managing detailed online documentation of all EHR forms, maintaining the crosswalk between external/internal requirements and data fields, and conducting regular data integrity reviews, including the generation of review samples and update of associated materials. 15%
Produce and analyze established performance reports required by the Improving Organizational Performance System, the Governing Body, the Legislative Budget Board, and for use in Appropriations Requests. Evaluate research findings from performance-related projects and initiatives to support and recommend data-driven decision-making and improvements across the state hospital system. 15%
Serve on task forces, workgroups, and agency committees as assigned, contributing data expertise and collaborating with internal and external stakeholders on projects, initiatives, and legislative inquires. Promotes a collaborative team environment by engaging in open communication, fostering shared accountability, and assuming leadership responsibilities when appropriate or as assigned by the Director. 10%

Knowledge, Skills and Abilities (KSAs):
Extensive knowledge of the limitations and capabilities of information systems, relational databases and the techniques used in the design of a non-automated system
High degree of proficiency with the entire MS Office Professional software suite (Outlook, Word, Explorer, Excel, Power Point and Access) with a heavy emphasis on Excel and Access.
Proficiency with Crystal Reports, knowledge of Tableau, Oracle, HTML, and web design.
Demonstrated proficiency in the application of statistical quality control methods coupled with ability for abstract reasoning and a talent for explaining the abstract in concrete terms
Verbally fluent and persuasive when presenting analyses and recommendations, subtle and tactful when identifying existing managerial problem areas and meticulous when implementing solutions.
Working knowledge of continuous quality improvement (CQI) principles, their application, and the skill to train others in CQI
Ability to present data reports at the committee level, performing a high-level overview of key performance indicators as it pertains to the committee
Registrations, Licensure Requirements or Certifications:
Valid Texas Drivers License in good standing.
Initial Screening Criteria:
Graduation from a four-year college or university is generally preferred
One or more years of work/experience with data acquisition, data collection, data management, analyses, and visualization of health and human services-related data or large datasets required.

Applicants must pass a fingerprint criminal background check, pre-employment drug screen, and registry checks including the Client Abuse/Neglect Reporting System (CANRS), Nurse Aid, Medication Aide and Employee Misconduct, List of Excluded Individuals/Entities (LEIE). Males between the ages of 18-25 must be registered with the Selective Service.
All applicants must be at least 18 years of age to be considered for employment at a state-operated facility. Waco Center for Youth applicants must be 21 years of age.
Flexibility in work hours may be required for this position. The position may be required to work overtime and/or extended hours.
Compliance with HHSC immunization policy and state hospital operating procedures related to immunizations is required. According to the Centers for Disease Control and Prevention, healthcare workers are considered to be at significant risk for acquiring or transmitting hepatitis B, measles, mumps, rubella, varicella (chicken pox), tetanus, diphtheria, pertussis (whooping cough), and influenza. All these diseases are vaccine preventable. As a result, state hospital policy requires employees be vaccinated according to their level of contact with individuals. In the event you choose to not be immunized for the influenza virus, you may be required to wear a mask and take other protective measures.
